<br /> SECTION 2: That the Clerk of Council shall immediately forward an attested copy of the Ordinance to the Fiscal
<br /> Officer of Cuyahoga County.
<br /> SECTION 3: That the Director of Finance is hereby authorized to draw her warrants on the City Treasury for
<br /> payment from any of the foregoing appropriations upon receiving proper certificates and vouchers therefore,approve
<br /> by the Board of Officers authorized by law to approve same,or an ordinance or resolution of Council to make the
<br /> expenditures;provided that no warrants shall be drawn or paid for salaries or wages except to persons employed by
<br /> authority of and in accordance with law or ordinance. Provided further,that the appropriations for contingencies can
<br /> only be expended upon approval of two-thirds vote of Council and for purposes other than those covered by the
<br /> specific appropriations herein made.
<br /> SECTION 4: That this Ordinance is hereby declared to be an emergency measure immediately necessary for the
<br /> preservation of the public peace, health,safety and welfare of this City in order to appropriate the funding of urgent
<br /> city projects;and further provided that it receives the affirmative vote of two-thirds of the members of this Council,it
<br /> shall take effect upon its approval by the Mayor.
