REPORT AND RECOMMENDATION OF <br /> NORTH OLMSTED CHARTER REVIEW COMMISSION <br /> MAY,2015 <br /> THE CHARTER REVIEW COMMISSION, PURSUANT TO ARTICLE XIV <br /> (B) OF THE CHARTER HEREBY SUBMITS TO COUNCIL ITS RECOMMENDA- <br /> TIONS WITHIN THE SIX (6) CALENDAR MONTHS AS PROVIDED THEREBY. <br /> SAID RECOMMENDATIONS ARE AS FOLLOWS: <br /> 1. Article IV,Section 9,Rules and Journal of Council. The Commission <br /> unanimously recommends that this Article be amended to remove superfluous <br /> language referring to majority or minority parties in the make-up of council in <br /> that the make-up of council is non-partisan. The change in language shall be <br /> substantially as follows: <br /> Section 9, Rules and Journal of Council. Council shall adopt its own <br /> rules, regulations or by-laws and shall keep a journal of all of its proceedings. <br /> The journal shall be open for public inspection at all reasonable times. The voting <br /> upon any ordinance,resolution or motion shall be roll call and the vote of each <br /> • councilman entered upon the journal. <br /> 2. Article IX,Section 4,Nominations and Elections; Designation of <br /> Candidates. The Commission unanimously recommends that the Article at <br /> Section 4 be amended to eliminate the necessity for a primary election in the <br /> office of Council-at-Large. The change in language shall be substantially as <br /> follows: <br /> Section 4. The number of candidates for the office of Mayor,President of <br /> Council, Director of Finance,Director of Law, and Council-by Ward at any <br /> regular municipal election in the City shall be the two (2)candidates on the <br /> primary election ballot receiving the highest number of votes at the primary <br /> election. The number of candidates for the office of Council-at-Large at any <br /> regular municipal election shall equal the number of candidates filing a valid <br /> petition for the nomination of a candidate for the Office of Council-at-Large. The <br /> filing deadline for such petition for nomination of a candidate for the Office of <br /> Council-at-Large shall be the deadline established by the general .law of the State <br /> of Ohio,as may be amended from time to time,to appear on a ballot at a primary <br /> election. <br /> In case there shall not be more than two (2)persons who shall have filed <br /> petitions for the office of Mayor,President of Council,Director of Finance, <br /> Director of Law, and Council-by-Ward, as provided for in this Charter, then said <br /> persons shall be the candidates at the regular municipal election and the primary <br /> election for the office not exceeding two (2)persons shall not be held. All person <br /> who shall have filed petitions for the office of Council-at-Large as provided for in <br /> the Charter shall be the candidates at the regular municipal election. <br />
