CITY OF NORTH OLMSTED <br /> RESOLUTION NO. 2015—80 <br /> By: Mayor Kennedy <br /> A RESOLUTION AUTHORIZING THE DIRECTOR OF <br /> PUBLIC SERVICE TO REQUEST QUALIFICATIONS FOR <br /> PROFESSIONAL ENGINEERING SERVICES IN ORDER TO <br /> PREPARE PLANS AND SPECIFICATIONS FOR THE <br /> BRADLEY PUMP STATION REHABILITATION; FURTHER <br /> AUTHORIZING THE MAYOR, FOLLOWING APPROVAL OF <br /> THE BOARD OF CONTROL, TO ENTER INTO AN <br /> AGREEMENT WITH THE CONTRACTOR SELECTED IN <br /> THE RFQ PROCESS,AND DECLARING AN EMERGENCY. <br /> WHEREAS, the existing Bradley Pump Station was originally constructed in the early <br /> 1970s, and has exceeded its normal life expectancy; and <br /> WHEREAS, replacement of the pumps was recommended in studies prepared by Floyd <br /> Brown Associates, Inc. in February and October of 2004; and <br /> WHEREAS, approximately $7,500 was spent to rebuild one pump so it could last 2 more <br /> years, however the other two pumps cannot be rebuilt, therefore replacement of the pumps and <br /> other upgrades are recommended by the WWTP staff, who spend significant time and resources <br /> maintaining and operating the pump station; and <br /> WHEREAS, based on aging infrastructure, population, and tributary flow from the <br /> nearby assisted living facility, installation of a sewage grinder is recommended to capture and <br /> grind in-stream solids thereby protecting pumps and minimizing costly downtime, reduce clogs <br /> in downstream screens and other equipment, minimize labor-intensive waste handling, and <br /> reducing transport and landfill costs; and <br /> WHEREAS, other structural, plumbing, electrical, mechanical, HVAC, and <br /> miscellaneous improvements may be needed to upgrade the pump station to current codes and <br /> standards; and <br /> WHEREAS, the Mayor and Director of Public Service propose to rehabilitate and <br /> improve the Bradley Pump Station to meet current codes, standards, and improve efficiency; and <br /> WHEREAS, in accordance with the recommendation of the Mayor, it is the desire of this <br /> Council to authorize the Director of Public Service to request qualifications from professional <br /> corporations, firms or individuals qualified to provide such engineering design and specification <br /> services in order to prepare for the bidding of construction improvements at the Bradley Pump <br /> Station. <br />
