CITY OF NORTH OLMSTED <br /> RESOLUTION NO. 2015—90 <br /> By: Mayor Kennedy <br /> A RESOLUTION AUTHORIZING THE MAYOR TO ENTER INTO A <br /> CONTRACT TO PURCHASE DEMOLITION AND REFURBISHING <br /> SERVICES FROM JOHNSON-LAUX(GORDIAN GROUP) FOR BUILDING <br /> NO. 15 (aka ZIMPRO AREA) AT A COST OF $50,804.58, ALL THROUGH <br /> THE STATE PURCHASE PROGRAM; AND FURTHER AUTHORIZING <br /> THE MAYOR TO EXECUTE ALL DOCUMENTS NECESSARY TO <br /> EFFECTUATE SUCH PURCHASE,AND DECLARING AN EMERGENCY. <br /> WHEREAS, Building No. 15, specifically the "Zimpro" area, located at the Wastewater <br /> Treatment Plant (WWTP), must be partially demolished and refurbished in order to be returned <br /> to productive usage; and <br /> WHEREAS, the Director of Public Service and the Superintendent of the WWTP have <br /> solicited construction and service providers in this specialized field and recommend that the City <br /> hire Johnson-Laux (Gordian Group) based on its unique qualifications and due to its state <br /> purchase pricing, at a cost of$50,804.58; and <br /> WHEREAS, it is the desire of this Council to authorize the Mayor to purchase said <br /> services, through the State purchase program, as a permitted exception to the competitive bidding <br /> procedure that otherwise would be required for such expenditures, and to further authorize the <br /> Mayor to execute any documents required for such expenditure. <br /> NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br /> NORTH OLMSTED, COUNTY OF CUYAHOGA,AND STATE OF OHIO: <br /> SECTION 1: That the Mayor be and he is hereby authorized to enter into a contract to <br /> purchase demolition and refurbishment construction services, through the State Purchasing <br /> Program, which was established by R.C. Section 125.04, and which the City is authorized to <br /> participate in pursuant to the City Charter and Resolution No. 87-6, specifically retrofitting <br /> portions of Building No. 15 at the WWTP (Zimpro area) from Johnson-Laux (Gordian Group), at <br /> a cost of $50,804.58, all of which is described in the specifications on file in the Service <br /> Department. If necessary to effectuate any such purchase through the State Purchasing Program, <br /> the Mayor is hereby authorized to execute any contract and/or other necessary documents <br /> required by the authorized vendor, the State of Ohio, or the Charter. Any contract executed by <br /> the Mayor shall be in a form and substance consistent with the provisions of this Resolution and <br /> be approved by the Director of Law. <br /> SECTION 2: That this Resolution is hereby declared to be an emergency measure <br /> immediately necessary for the preservation of the public health, safety and welfare, and, <br /> additionally, it is necessary that this Resolution go into effect immediately to avoid increased <br />
