MINUTES OF THE SPECIAL MEETING OF THE COUNCIL OF THE CITY OF NORTH OLMSTED SEPTEMBER 29, 2015 Present: Council President Jones, Council Members Barker, Brossard, Hemann, Kearney, Schumann and Williamson Also Present: Mayor Kennedy, Director of Law Gareau, Director of Finance Copfer, Clerk of Council Gallo and Director of Safety/Service Glauner Absent: Council Member Limpert Director of Planning/Development Wenger Director of Human Resources Farver Council President Jones called the meeting to order at 6:35 p.m. in Council Chambers, 5200 Dover Center Road, North Olmsted, Ohio. Members of the audience were invited to join Council in the recitation of the Pledge of Allegiance. Councilman Barker made a motion to have Ordinance 2014-64 be placed on second reading as a substitute Ordinance. The motion was seconded by Councilwoman Williamson and passed unanimously. Ordinance 2014-64 placed on second reading as a substitute Ordinance. LEGISLATION Ordinance 2014-64 introduced by Mayor Kennedy was given its second reading. An Ordinance amending Section 505.10 of the General Offenses Code of the City of North Olmsted entitled "Hunting Prohibited" to allow the city to manage the white-tailed deer population within the City of North Olmsted. Ordinance 2015-81 was introduced and placed on first reading by Mayor Kennedy. An Ordinance providing for the issuance and sale of Bonds in a maximum aggregate principal amount of $845,000 for the purpose of refunding at a lower interest cost the $845,000 of the city's outstanding Street Improvement Bonds, Series2006O, that are stated to mature on December 1 in each of the years from 2017 through 2021 and were issued as a part of a consolidated issue of $7,775,000 Capital Improvement and Refunding Bonds, Series 2006A, dated as of May 3, 2006, to provide funds to pay costs of improving certain designated streets in the city, in cooperation with the Director of Transportation of the State of Ohio and otherwise, by grading, draining, replacing sections of concrete pavement, preparing the surface, resurfacing and constructing and reconstructing sidewalks, where necessary, in each case together with the necessary appurtenances and work incidental thereto; authorizing and directing the call of all of the refunded Bonds for optional redemption; authorizing the execution and delivery of a Bond Registrar Agreement, a Continuing Disclosure Agreement and a Bond Purchase Agreement with respect to the refunding Bonds and an escrow agreement with respect to
