<br /> SECTION 2: That the Clerk of Council shall immediately forward an attested copy of the Ordinance to the Fiscal Officer of
<br /> Cuyahoga County.
<br /> SECTION 3: That the Director of Finance is hereby authorized to draw her warrants on the City Treasury for payment from any
<br /> of the foregoing appropriations upon receiving proper certificates and vouchers therefore,approve by the Board of Officers
<br /> authorized by law to approve same,or an ordinance or resolution of Council to make the expenditures;provided that no warrants
<br /> shall be drawn or paid for salaries or wages except to persons employed by authority of and in accordance with law or ordinance.
<br /> Provided further,that the appropriations for contingencies can only be expended upon approval of two-thirds vote of Council and
<br /> for purposes other than those covered by the specific appropriations herein made.
<br /> SECTION 4: That this Ordinance is hereby declared to be an emergency measure immediately necessary for the preservation of
<br /> the public peace,health,safety and welfare of this City in order to appropriate the funding of urgent city projects;and further
<br /> provided that it receives the affirmative vote of two-thirds of the members of this Council,it shall take effect upon its approval by
<br /> the Mayor.
