The Director <br /> shall develop and implement policies, programs, plans and strategies for <br /> the retention, expansion and location of businesses, offices and industries <br /> in the City in a well planned manner consistent with the current Charter <br /> of the City and in conformity with the goals and objectives of the City's <br /> Master Plan. <br /> (3) The Director of Planning and Development shall be the head of the <br /> Division of Building and the Division of Engineering. <br /> 179.03 SECRETARY ADMINISTRATIVE ASSISTANT <br /> PLANNING-AND-DEVELOPMENT. <br /> There is hereby created the position of Secretary Administrative Assistant to-the <br /> • - : • " . • • , which shall be appointed by and be answerable to the <br /> Director of Planning and Development. The duties <br /> of the Economic Development Manager shall include but not be limited to assisting the <br /> Director of Planning and Development in developing, administering and implementing <br /> planning and economic development programs and projects to enhance the economic <br /> sustainability of the City. The Economic Development Manager may perform other duties as <br /> assigned by the Director or the Mayor. <br /> 179.05 PLANNER. <br /> There is hereby created the position of Clnissions Planner, which shall be <br /> appointed by and be answerable to the Director of Planning and Develo•ment. The-Clerk-of <br /> . • <br /> . .. . . .. . •. •• ' . . • • . ! . • . . . • • <br /> The Planner shall have a minimum of a Bachelor Degree in <br /> City Planning, Urban Studies or related field. The duties of'the Planner shall include but <br /> not be limited to assisting the Director in the administration and implementation of plans <br /> and programs for the orderly development of the city; reviewing public and private <br /> development plans, and advising boards and commissions on planning matters as <br /> necessary. The Planner may perform other duties as assigned by the Director. <br /> 179.06 DIVISION OF BUILDING. <br /> There is hereby established a Division of Building within the Department of Planning <br /> and Development. The Division of Building shall be headed by a Building Commissioner who <br /> shall be responsible for its organization and supervision. The Building Commissioner shall be <br /> appointed by and be answerable to the Director of Planning and Development. The <br /> qualifications for the Building Commissioner shall be those as established in rules and <br /> regulations enacted and amended from time to time by the State of Ohio, Board of Building <br /> Standards, as they relate to certification of local Building Departments and Building Officials. <br /> (a) Duties. The Duties of the Building Commissioner shall include the supervision <br /> of all personnel of the Division of Building, the issuance of all building permits, <br /> and the enforcement of all building and zoning regulations. The Director of <br /> Planning and Development may from time to time require the Building <br /> Commissioner to perform additional duties consistent with the position. <br /> (b) Employees. The staffing of the Division of Building is hereby established and is <br /> reflected in the organizational chart for the Department of Planning and <br /> Development contained in Section 179.99(b), which, as it pertains to this <br />
