95 Department of Planning and Development 179.07 179.05 CLERK OF COMMISSIONS. There is hereby created the position of Clerk of Commissions, which shall be appointed by and be answerable to the Director of Planning and Development. The Clerk of Commissions shall be required to attend all meetings, prepare agendas and minutes of such meetings, and perform other duties consistent with expediting the duties performed by various City boards and commissions. The Director of Planning and Development may from time to time require the Clerk of Commissions to perform additional duties consistent with the position. (Ord. 2010-63. Passed 6-15-10.) 179.06 DIVISION OF BUILDING. There is hereby established a Division of Building within the Department of Planning and Development. The Division of Building shall be headed by a Building Commissioner who shall be responsible for its organization and supervision. The Building Commissioner shall be appointed by and be answerable to the Director of Planning and Development. The qualifications for the Building Commissioner shall be those as established in rules and regulations enacted and amended from time to time by the State of Ohio, Board of Building Standards, as they relate to certification of local Building Departments and Building Officials. (a) Duties. The Duties of the Building Commissioner shall include the supervision of all personnel of the Division of Building, the issuance of all building permits, and the enforcement of all building and zoning regulations. The Director of Planning and Development may from time to time require the Building Commissioner to perform additional duties consistent with the position. (b) Employees. The staffing of the Division of Building is hereby established and is reflected in the organizational chart for the Department of Planning and Development contained in Section 179.99(b), which, as it pertains to this Division only, is incorporated herein as if fully rewritten. The Mayor shall establish the compensation of all employees of the Division within the salary ranges established by City Council, to the extent that such compensation is not otherwise established by contract, or federal, state or local law. (Ord. 2010-63. Passed 6-15-10.) 179.07 DIVISION OF ENGINEERING. There is hereby established a Division of Engineering within the Department of Planning and Development. The Division of Engineering shall be headed by a City Engineer, who is a civil engineer registered as a professional engineer in the State of Ohio. The City Engineer shall be appointed by and be answerable to the Director of Planning and Development. (a) Duties. The City Engineer's duties and responsibilities shall be to: (1) Supervise all personnel of the Division of Engineering. (2) Advise the Mayor, the Council, and administrative departments in connection with all civil engineering matters of the City related to engineering, zoning, building, sewers, development and repair of property in the City, including but not limited to the streets therein. (3) Examine and approve all sidewalks, grading, draining, curbing, paving, placing of lines, sanitary sewer, storm sewer and water curb connections and all other utilities of any nature within the street right of way of City streets, alleys, roads and boulevards. (4) Examine and approve or disapprove all grading, draining or construction within the City, examine and approve or disapprove all plans for subdivisions and the installation or improvement of private streets, sanitary sewers, storm sewers and appurtenances, and to examine and approve or disapprove all lot splits and consolidations.
