Provided further,that the appropriations for contingencies can only <br /> be expended upon approval of two-thirds vote of Council and for purposes other than those covered by the specific <br /> appropriations herein made. <br /> SECTION 4: That this Ordinance is hereby declared to be an emergency measure immediately necessary for the <br /> preservation of the public peace, health, safety and welfare of this City in order to appropriate the funding of urgent city <br /> projects; and further provided that it receives the affirmative vote of two-thirds of the members of this Council, it shall <br /> take effect upon its approval by the Mayor. <br /> Page 6of7 <br />
