accumulations of water, surface or underground, natural or artificial, public or private, which are <br />contained within, flow through or border upon the State or any portion thereof. <br />911.12 USE OF PUBLIC SEWERS. <br />(a) No person shall discharge or cause to be discharged any stormwater, surface water, ground <br />water, roof runoff, subsurface drainage, uncontaminated cooling water or unpolluted industrial <br />process waters to any sanitary sewer. <br />(b) Stormwater, surface drainage, subsurface drainage, groundwater, roof runoff, cooling <br />water and all other unpolluted drainage shall be discharged to such sewers as are specifically <br />designated as storm sewers or to a natural outlet approved by the City Engineer. No persons <br />shall use any such sewers without first having obtained the consent and permits from the City <br />Engineer. <br />(1) Industrial cooling water or unpolluted processed waters may be discharged, on approval <br />of the City Engineer, to a storm sewer or natural outlet. <br />(2) Roof runoff is required to be directed by a downspout or roof drain away from a <br />building by means of underground storm sewer piping. Such storm sewer piping shall be <br />constructed in accordance with standards set by the City Engineer and shall discharge to a storm <br />sewer. In the event that a storm sewer is not readily available, as determined by the City <br />Engineer, to serve storm sewer piping for roof runoff, then such roof runoff may be discharged <br />by underground storm sewer piping to a ditch or stream or to a leaching bed designed and <br />constructed in accordance with standards set by the City Engineer. Splash blocks may only be <br />used when authorized under the provisions of Section 911.19, or for small roof areas such as <br />sheds or garages accessory to existing single family residences when approved by the City <br />Engineer, and no water is allowed to drain onto adjacent property, accumulate in depressions or <br />otherwise become a public hazard or nuisance. <br />(c) No person shall discharge or cause to be discharged any of the following described waters <br />or wastes into any public sewers: <br />(1) Any wastewater having a temperature which will inhibit biological activity in the <br />POTW treatment plant resulting in interference; but in no case, wastewater with a temperature at <br />the introduction into the POTW which exceeds forty degrees Centigrade, 104 degrees <br />Fahrenheit. <br />(2) Any gasoline, benzene, naphtha, fuel oil or other flammable or explosive liquids, solids <br />or gases which by reason of their nature or quantity are or may be sufficient, either alone or by <br />interaction, to cause fire or explosion or be injurious in any other way to the operation of the <br />POTW. Under no circumstances shall the flashpoint of any discharge be less than 140 degrees <br />Fahrenheit or sixty degrees Centigrade as measured using the closed cup test method specified in <br />40 CFR 261.21. <br />(3) Any discharge of petroleum oil, non -biodegradable cutting oil or products of mineral oil <br />origin in amounts that can cause interference or pass through; but in no case, water or wastes <br />containing free oils, emulsified oils and grease exceeding an average of 100 parts per million or <br />833 pounds per million gallons, of ether soluble matter. <br />(4) Any waters or wastes containing toxic or poisonous solids, liquids or gases in sufficient <br />quantity, either singly or by interaction with other wastes, to injure or interfere with any sewage <br />treatment process, constitute a hazard to humans or animals, create a public nuisance or create <br />any hazard in the receiving waters of the sewage treatment plant, including cyanides. <br />
