Normally, but not always, BOD and TSS analyses are obtained from twenty-four hour <br />composites of all outfalls, whereas pHs are determined from periodic grab samples. <br />Within ninety days following the date for final compliance with applicable categorical <br />pretreatment standards or in the case of a new source following commencement of the <br />introduction of wastewater into the treatment facility, any industrial user subject to pretreatment <br />standards and requirements shall submit to the City a report containing the information described <br />in 40 CFR 403.1 (b)(4) - (6). <br />(h) No statement contained in this section shall be construed as preventing any special <br />agreement or arrangement between the City and any industrial concern whereby an industrial <br />waste of unusual strength or character may be accepted by the City for treatment, subject to <br />payment therefor by the industrial concern in proportion to cost and consistent with the user <br />charge system in Chapter 915. No special agreement shall be in violation of any federal or state <br />standards. <br />(i) No person shall cause the discharge of slugs of water or wastes. Each person producing a <br />discharge into the public sewers in excess of 100,000 gallons in any one day, shall construct and <br />maintain at his own expense, a suitable storage and flow -control facility to insure equalization of <br />discharge over a twenty-four hour period. This facility shall have a capacity of at least fifty <br />percent (50%) of the total normal volume of a twenty-four hour production period, and the outlet <br />to the sewer shall be equipped with a rate -discharge controller or other approved device, the <br />regulation of which shall be directed by the Service Director. <br />917.02 LIMITATIONS ON WASTEWATER STRENGTH. <br />(a) All dischargers shall comply with Section 911.12. <br />(b) National Categorical Pretreatment Standards. National categorical pretreatment standards <br />as promulgated by the U.S. Environmental Protection Agency (EPA) pursuant to the Act shall be <br />met by all dischargers. An application for modification of the national categorical pretreatment <br />standards may be considered for submittal to the Regional Administrator by the City when the <br />City's wastewater treatment system achieves consistent removal of the pollutants as defined by <br />40 CFR 403.7. <br />(c) State Requirements. State requirements and limitations on discharges to the sewage <br />disposal system shall be met by all dischargers which are subject to such standards in any <br />instance in which they are more stringent than Federal requirements and limitations or those in <br />this or any other applicable ordinance. <br />(d) Right of Revision. The City reserves the right to amend the Codified Ordinances to <br />provide for more stringent limitations or requirements on discharges to the sewage disposal <br />system where deemed necessary to comply with the objectives set forth in this chapter. <br />(e) Dilution. No discharger shall increase the use of potable or process water in any way for <br />the purpose of diluting a discharge as a partial or complete substitute for adequate treatment to <br />achieve compliance with the standards set forth in the Codified Ordinances, contained in the <br />Federal pretreatment standards or contained in any State requirements. This shall not prohibit <br />the use of equalization tanks utilized to regulate flows. <br />(f) Supplementary Limitations. No discharger shall discharge wastewater containing <br />concentrations of the following enumerated materials, exceeding the following values: <br />Material I (mg/L) <br />
