CITY OF NORTH OLMSTED <br />ORDINANCE NO. 2016 — 20 <br />BY: Mayor Kennedy <br />AN ORDINANCE DISPENSING WITH THE RFP PROCESS AND <br />AUTHORIZING THE MAYOR TO ENTER INTO AN AGREEMENT <br />WITH JOHN PATRICK PICARD ARCHITECT, INC., TO PROVIDE <br />ARCHITECTURAL SERVICES FOR THE SPRINGVALE BALLROOM <br />AND GOLF COURSE PHASE I RENOVATIONS PROJECT, AND <br />DECLARING AN EMERGENCY. <br />WHEREAS, John Patrick Picard Architect, Inc. ("Picard") was selected as a result of a <br />competitive selection process in 2008 to conduct the citywide facilities assessment for <br />compliance with the Americans with Disabilities Act ("ADA"). Since then Picard has <br />designed projects that address accessibility and other renovations at the Oxcart Pantry, Senior <br />Center, Police Station, Community Cabin, North Olmsted Park and as the consulting architect <br />for the Springvale Master Planning Study; and <br />WHEREAS, the City has been satisfied by the professional ADA assessment and <br />design services provided by Picard on all projects since 2008. Picard is uniquely qualified to <br />provide required architectural services based on his expertise in accessibility, retrofitting of <br />existing buildings, and public facilities. Picard has provided excellent services to the City in <br />past Projects and is intimately familiar with the renovation requirements for Springvale; and <br />WHEREAS, the Springvale Master Planning Study sets forth a scope of work for the <br />preservation and improvement of Springvale Ballroom. The Administration proposes to <br />advance the design for the first phase of work in 2016 with construction anticipated in 2017. <br />Funds for the design services on this Project are in the 2016 budget; and <br />WHEREAS, Section 112.10(c) of the Administrative Code provides that as an <br />exception to the RFP process, the City, upon approval of the Council, need not conduct a <br />formal RFP if the services sought are of such a unique or specialized nature that conducting <br />additional process will not likely result in obtaining more qualified proposals; and <br />WHEREAS, it is accordingly the desire of this Council, in light of the continuing <br />professional relationship, as well as the unique or specialized nature of the knowledge of <br />North Olmsted facilities possessed by Picard, to authorize the Mayor to enter into an <br />agreement with John Patrick Picard Architect, Inc., for the purpose of providing professional <br />design services for the Springvale Ballroom and Golf Course Phase I Renovations Project. <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That the formal RFP process required by Chapter 112 of the <br />Administrative Code is hereby dispensed with by reason of the continuing professional <br />relationship between the City of North Olmsted and John Patrick Picard Architect, Inc., and <br />the Mayor be and he hereby is authorized to enter into an Agreement, or Agreement <br />Addendum, to provide professional services.
