CHAPTER 179 <br />Department of Planning and Development <br />179.01 <br />Establishment. <br />179.05 <br />Planner. <br />179.02 <br />Director of Planning and <br />179.06 <br />Division of Building. <br />Development. <br />179.07 <br />Division of Engineering. <br />179.03 <br />Administrative Assistant. <br />179.99 <br />Composition and organization <br />179.04 <br />Economic Development <br />of the Department of Planning <br />Manager. <br />and Development. <br />179.01 ESTABLISHMENT. <br />Pursuant to the authority of the Charter, Article V Section 1, there is hereby established <br />the Department of Planning and Development. The staffing of the Department of Planning and <br />Development is hereby established and is reflected in the organizational chart for the Department <br />of Planning and Development contained in Section 179.99(a), which is incorporated herein as if <br />fully rewritten. <br />179.02 DIRECTOR OF PLANNING AND DEVELOPMENT. <br />The Department of Planning and Development shall be headed by the Director of <br />Planning and Development who shall be responsible for the administration and implementation <br />of plans and programs for the comprehensive and orderly development of the City. The Director <br />shall be responsible for the development, maintenance, periodic update and administration of the <br />City's Master Plan and Planning and Zoning Code. The Director shall provide guidance to the <br />Mayor, Council, boards and commissions regarding public and private development within the <br />City. <br />(a) Appointment, Term, Removal and Qualifications. The Director shall be a full- <br />time employee appointed by the Mayor, which appointment and term shall be <br />governed by Charter Art. III, §5(a). The Mayor may remove the Director with the <br />concurrence of two-thirds (2/3) of the members of Council eligible to vote. <br />The Director shall have a Bachelor or Masters Degree in City Planning, Urban <br />Studies or related field, with at least two years experience in city planning and <br />zoning administration and shall be a member in good standing of the American <br />Institute of Certified Planners. <br />(b) Duties. <br />(1) The Director shall coordinate and assist in interdepartmental review of <br />subdivision and development plans with the directors of other affected <br />departments. The Director shall review all plans submitted to the <br />Department, conduct conferences with owners or developers and <br />necessary department heads before presentation to the Planning and <br />Design Commission to ascertain if such plans comply with all relevant <br />City ordinances and that all necessary plans, plats and other documents <br />required by the City Planning and Zoning Code, and any other applicable <br />codes, are presented to the Planning and Design Commission. The <br />Director shall attend all regular and special meetings of the Planning and <br />Design Commission and shall review and make recommendations <br />concerning all matters submitted for the consideration of such <br />Commission. The Director shall attend such meetings of Council and such <br />other committees, boards and commissions as deemed necessary and <br />desirable by the Mayor or Council. <br />(2) The Director shall have charge of all staff within the Department and <br />charge of all programs and projects that will facilitate the orderly and <br />comprehensive development of the City in order to preserve and improve <br />the quality of life and economic well being of the City.
