CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2016 — 92 <br />By: Mayor Kennedy <br />A RESOLUTION AUTHORIZING THE DIRECTOR OF PLANNING AND <br />DEVELOPMENT TO MAKE APPLICATION ON BEHALF OF THE CITY <br />OF NORTH OLMSTED TO PARTICIPATE IN THE OHIO PUBLIC WORKS <br />COMMISSION STATE CAPITAL IMPROVEMENT AND/OR LOCAL <br />TRANSPORTATION IMPROVEMENT PROGRAMS AND FURTHER <br />AUTHORIZING THE MAYOR TO ACCEPT THE FUNDS IF AWARDED <br />AND TO EXECUTE CONTRACTS AS REQUIRED, AND DECLARING AN <br />EMERGENCY. <br />WHEREAS, the State Capital Improvement Program and the Local Transportation <br />Improvement Program both provide financial assistance to political subdivisions for capital <br />improvements to public infrastructure; and <br />WHEREAS, the City of North Olmsted is planning to make capital improvements to <br />Butternut Ridge Road; and <br />WHEREAS, the infrastructure improvement herein above described is considered to be a <br />priority need for the community and is a qualified project under the OPWC programs; and <br />WHEREAS, it is accordingly the desire of this Council to authorize the Director of <br />Planning and Development to make application for the Ohio Public Works State Capital <br />Improvement Program and / or the Local Transportation Improvement Program. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That Planning and Development Director Kimberly Wenger is hereby <br />authorized to apply to the OPWC for funds as described above. <br />SECTION 2: That the Mayor be, and he hereby is, authorized to accept the funds on <br />behalf of the City of North Olmsted and to execute a contract for the same, if required, <br />SECTION 3: That this Resolution is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety, and welfare, and for the <br />further reason it is necessary that this legislation go into effect immediately in order that the City <br />may make a timely application for funds on or before September 23, 2016, and further, provided <br />it receives the affirmative vote of two-thirds of all members of the Council, it shall take effect <br />and be in force immediately upon its passage and approval by the Mayor. <br />
