CITY OF NORTH OLMSTED <br />ORDINANCE NO. 2016 — 90 <br />BY: Mayor Kennedy <br />AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO AN <br />AGREEMENT WITH JOHN PATRICK PICARD ARCHITECT, INC., TO <br />PROVIDE ADDITIONAL PROFESSIONAL DESIGN SERVICES TO THE <br />CITY FOR THE RECREATION CENTER MASTER PLANNING STUDY, <br />AND DECLARING AN EMERGENCY. <br />WHEREAS, Ordinance 2015-56 authorized a contract between the City of North <br />Olmsted and John Patrick Picard Architect, Inc., for the purpose of providing professional <br />design services for the Recreation Center Master Planning Study; and <br />WHEREAS, the Administration desires to increase the scope of services to include <br />studies at the North Olmsted Community Park and Barton -Bradley Park; and <br />WHEREAS, the cost of additional work is $25,800.00, as detailed on the attached <br />proposal; and <br />WHEREAS, it is accordingly the desire of this Council, in light of the continuing <br />professional relationship, as well as the unique or specialized nature of the services, to <br />authorize the Mayor to enter into an agreement with John Patrick Picard Architect, Inc., for <br />the purpose of providing professional design services for the Recreation Center Master <br />Planning Study and to increase the scope of the project to include studies at the North <br />Olmsted Community Park and Barton -Bradley Park. <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That the formal RFP process required by Chapter 112 of the <br />Administrative Code is hereby dispensed with by reason of the continuing professional <br />relationship between the City of North Olmsted and John Patrick Picard Architect, Inc., and <br />the Mayor be and he hereby is authorized to enter into an Agreement, or Agreement <br />Addendum, to provide professional architectural services. <br />SECTION 2: That this Resolution is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety and welfare, and further <br />for the reason that it is necessary that this Resolution go into effect immediately so as to <br />immediately address facility improvements in this ongoing project for which funds are already <br />appropriated, and further provided it receives the affirmative vote of two-thirds of all <br />
