CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2016 -131 <br />By: Mayor Kennedy <br />A RESOLUTION AUTHORIZING AND DIRECTING THE DIRECTOR OF <br />PLANNING AND DEVELOPMENT TO MAKE APPLICATION ON BEHALF <br />OF THE CITY OF NORTH OLMSTED FOR COMMUNITY <br />DEVELOPMENT BLOCK GRANT (CDBG) FUNDS FOR THE FISCAL <br />YEAR 2017 FOR THE BURNS ROAD SIDEWALK PROJECT; FURTHER <br />AUTHORIZING THE MAYOR TO ACCEPT THE GRANT IF AWARDED <br />AND TO EXECUTE A CONTRACT WITH CUYAHOGA COUNTY, AND <br />DECLARING AN EMERGENCY. <br />WHEREAS, this Council has determined that the City of North Olmsted qualifies for the <br />2017 Cuyahoga County Municipal Grant Program, a competitive grant program that awards <br />projects meeting a community development need related to the health or welfare of the <br />community; and <br />WHEREAS, the Department of Planning and Development proposes to apply for funds <br />to replace deteriorated sidewalk slabs along the entire length of Burns Road; and <br />WHEREAS, the project will address existing sidewalk code violations, improve <br />neighborhood property values, and supplement the substantial site improvements underway on <br />the nearby school district property; and <br />WHEREAS, the cost estimate is $120,000.00 and the maximum grant award is <br />$150,000.00; and <br />WHEREAS, it is accordingly the desire of this Council to authorize the Director of <br />Planning and Development to make application for said CDBG funding for said project and to <br />authorize the Mayor to accept the CDBG grant if awarded. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That this Council does hereby authorize the Director of Planning and <br />Development to prepare, sign and submit an application for Community Development Block <br />Grant funds for fiscal year 2017 on behalf of the City of North Olmsted for the Burns Road <br />Sidewalk Project and further authorizes the Mayor to accept the grant and execute a contract and <br />any and all other necessary papers, if a grant is awarded. <br />SECTION 2: That this Resolution is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety, and welfare, and for the <br />further reason it is necessary that this legislation go into effect immediately in order that the City <br />
