CITY OF NORTH OLMSTED <br />ORDINANCE NO. 2017 - 27 <br />BY: Mayor Kennedy <br />AN ORDINANCE DISPENSNG WITH THE REQUEST FOR PROPOSAL <br />PROCESS ("RFP') AND AUTHORIZING THE MAYOR TO ENTER <br />INTO AN AGREEMENT WITH JOHN PATRICK PICARD ARCHITECT, <br />INC., TO PROVIDE PROFESSIONAL DESIGN SERVICES TO THE <br />CITY FOR REPAIR OF THE RECREATION CENTER TENNIS AND <br />GYMNASTICS ROOFAREAS, AND DECLARING AN EMERGENCY. <br />WHEREAS, John Patrick Picard Architect, Inc., has provided and is providing <br />professional design services for the Recreation Center Master Planning Study; and <br />WHEREAS, John Patrick Picard Architect, Inc. was the consulting architect on the <br />Recreation Center Renovation Project and as a result possesses unique knowledge of the <br />recreation facility and its inner workings; and <br />WHEREAS, John Patrick Picard Architect, Inc. proposes to provide to the City of <br />North Olmsted architectural design services, construction documents and construction <br />administration services for the repair of the Recreation Center tennis court and gymnastics <br />facility roof at a cost of $28,585.00; and <br />WHEREAS, it is accordingly the desire of this Council, in light of the continuing <br />professional relationship, to authorize the Mayor to enter into an agreement with John Patrick <br />Picard Architect, Inc., for the purpose of providing professional design services for the <br />Recreation Center roof repair project. <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That the formal RFP process required by Chapter 112 of the <br />Administrative Code is hereby dispensed with by reason of the continuing professional <br />relationship between the City of North Olmsted and John Patrick Picard Architect, Inc., and <br />the Mayor be and he hereby is authorized to enter into an Agreement to provide professional <br />architectural services. See Exhibit A, proposal, attached hereto and incorporated herein. <br />SECTION 2: That this Ordinance is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety and welfare, and for the <br />further reason that the Ordinance must be in effect immediately to insure that the project is <br />underway and completed during the gymnastics off-season, and further provided it receives <br />
