CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2017 - 30 <br />BY: Council President Jones and all of Council <br />A RESOLUTION PROCLAIMING MA Y 14TH THROUGH MA Y <br />20TH AS SUBSTANCE ABUSE PREVENTION WEEK IN THE <br />CITY OF NORTH OLMSTED, AND DECLARING AN <br />EMERGENCY. <br />WHEREAS, National Prevention Week (May 14th through May 20th) is an annual health <br />observance dedicated to increasing public awareness of, and action around, substance abuse and <br />mental health issues; and <br />WHEREAS, National Prevention Week is held each year during the third week of May, <br />near the start of summer, due to the fact that summer is a season filled with celebrations and <br />recreational activities where substance use and abuse can happen; and <br />WHEREAS, National Prevention Week is timed to allow schools to take part in <br />prevention -themed events before the school year ends, raising awareness in students of all ages; <br />and <br />WHEREAS, According to the Substance Abuse and Mental Health Services <br />Administration's (SAMHSA) National Survey on Drug Use and Health (2004), percentages of <br />marijuana, cigarette, and alcohol initiates among youth increase between spring (April and May) <br />and summer (June and July), and the timing of National Prevention Week helps to educate young <br />people and their families at this crucial time of year; and <br />WHEREAS, the theme for Prevention Week in 2017 is Making Each Day Count; and <br />WHEREAS, this Council wishes to support the work of SAMSHA and join the <br />nationwide effort to prevent substance abuse and mental disorders, showing others that <br />prevention works, and further supporting the health and well-being of your community. <br />NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, CUYAHOGA COUNTY, AND STATE OF OHIO: <br />SECTION 1: This Council hereby designates May 14th through May 20th as Substance <br />Abuse Awareness Week in the City of North Olmsted, and commits to assist in the effort to <br />educate and increase public awareness of this risk to public health, safety and general welfare <br />from the use and misuse of alcohol and drugs. <br />SECTION 2: That this Resolution is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety and welfare, and further <br />for the reason that it is necessary that this Resolution go into effect immediately in order to be in <br />effect by May 1, 2017; and further provided it receives the affirmative vote of two-thirds of all <br />
