Development Plan Review <br />Section 1126.01 Purpose <br />The purpose of this chapter is to establish a uniform set of requirements for the planning and <br />design of developments within the community in order to achieve the following objectives: <br />A. To protect the health, safety, morals and general welfare of the City; <br />B. To ensure compliance with the provisions of this ordinance; <br />C. To achieve the purposes of the City of North Olmsted Master Plan; <br />D. To promote the orderly and harmonious development of the City; <br />E. To prevent depreciation of land values; <br />F. To ensure a consistent level of quality throughout the community; <br />G. To protect the natural and built environment; and <br />H. To promote consultation and cooperation between applicants and the City so that applicants <br />may accomplish their objectives in the utilization of land, consistent wlth the public purposes <br />of this ordinance and the Master Plan. <br />Section 1126.02 Development Plan Objectiveand. Composition <br />A. The objective of a development plan is to provide the city, surrounding property owners and <br />the community with an understanding of the scope of a proposed development, what the <br />development will look like and potential impacts to surrounding 'properties and the <br />community. <br />B. A development plan shall consist of a site plan and all of the required attachments set forth <br />in Section 1126.06. <br />Section 1126.03 Applicability <br />A. Authority. The Planning and Development Director or City Council, as applicable, shall <br />review a development plant .for any permitted use involving development and any conditional <br />use, other than a one -family or two-family residential dwelling or residential accessory <br />building, and as provided in this section. Development plan reviews are classified by two (2) <br />types based on the extent of the proposed development: Administrative or City Council <br />Review. <br />B. Administrative Review. The Planning and Development Director shall review development <br />plans in connection with the creation of a use or the erection of a building or structure in any <br />.the following circumstances: <br />1,.. Principal and accessory buildings less than 3,000 square feet that will accommodate a <br />use permitted by right; <br />2. Additions to existing buildings less than 3,000 square feet; <br />3. Alterations to existing buildings; <br />4. Changes in the use of any existing building in any zoning district, provided the use is a <br />permitted use in that zoning district; <br />5. Expansion of existing off-street parking areas, provided no change is proposed to the <br />number or location of existing driveways and such parking expansion does not encroach <br />into any required buffer yard; or <br />6. When, in the opinion of the Planning and Development Director, a project which <br />otherwise qualifies for administrative development plan review may have an impact on <br />Page 1126-1 City of North Olmsted Zoning Code <br />
