CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2017 - 39 <br />BY: Mayor Kennedy <br />A RESOLUTION A UTHORIZING THE DIRECTOR OF HUMAN <br />RESOURCES TO SOLICIT STATEMENTS OF QUALIFICATIONS <br />("SOQs ") FROM QUALIFIED INDIVIDUALS OR FIRMS TO <br />PROVIDE PROFESSIONAL CONSULTING SERVICES FOR <br />MUNICIPAL TELECOMMUNICA TIONS REQUIREMENTS, AND <br />FURTHER AUTHORIZING THE MAYOR, SUBJECT TO <br />APPROVAL OF THE BOARD OF CONTROL, TO ENTER INTO A <br />PERSONAL SERVICES CONTRACT WITH THE INDIVIDUAL OR <br />FIRM SELECTED, AND DECLARING AN EMERGENCY. <br />WHEREAS, the City of North Olmsted has an aging telephone system and is exploring an <br />upgrade to its communications systems to include, potentially, voice over internet protocol (VOIP); <br />and <br />WHEREAS, the aging system is inefficient and past its life expectancy; and <br />WHEREAS, Director of Human Resources Marie Gallo believes that the use of a consultant <br />will provide needed expertise in the replacement process, thereby achieving reduced <br />telecommunications costs and more effective service — neither of which can be achieved through the <br />current telephone system; and <br />WHEREAS, Mayor Kennedy and Director Gallo recommend that this Council authorize <br />Director Gallo to proceed with the SOQ process in order to obtain the expertise necessary to ensure <br />that the replacement system best fits the City's telecommunications needs. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, CUYAHOGA COUNTY, AND STATE OF OHIO: <br />SECTION 1: That the Director of Human Resources be and she hereby is authorized to <br />solicit Statements of Qualifications ("SOQs") from individuals or firms qualified to provide <br />telecommunications expertise for the City's municipal telecommunications replacement project, in <br />accordance with a Request for Qualifications ("RFQ") to be prepared and advertised by the Director <br />of Human Resources. <br />SECTION 2: That the Mayor be and he hereby is authorized, following the selection <br />committee's receipt and evaluation of SOQs, the approval of the Board of Control, and successful <br />contract negotiations, to enter into a personal services contract with the individual or firm selected in <br />the said RFQ process. Said contract shall be substantially in the form of the City's standard personal <br />services contract with only such changes therein as are not substantially adverse to the City and <br />which are approved by the Mayor and the Director of Law. The character of any such changes as not <br />
