CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2017 - 57 <br />By: Mayor Kennedy <br />A RESOLUTION APPROVING THE AWARD OF A JOB CREATION <br />GRANT TO COMMUTAIR AND FURTHER AUTHORIZING THE MAYOR <br />TO ENTER INTO A GRANT AGREEMENT, AND DECLARING AN <br />EMERGENCY. <br />WHEREAS, this Council created, through the adoption of Ordinance No. 2007-102, an <br />Economic Development Committee, for the purpose of reviewing applications for City Job <br />Creation grants and recommending eligibility as well as appropriate grant terms; and <br />WHEREAS, headquartered in North Olmsted, Ohio, CommutAir is a regional airline <br />operating on behalf of United Airlines as United Express; and <br />WHEREAS, CommutAir serves more than 1.4 million passengers annually and averages <br />100 flights a day to more than 20 cities within the United States; and <br />WHEREAS, CommutAir desires to retain and grow their corporate HQ and <br />administrative offices in North Olmsted; and <br />WHEREAS, Occupying about 18,000 sq. ft. in Corporate Center on Country Club Blvd. <br />on a lease that expires 2019, they plan to lease up to an additional 10,000 sq. ft. in Corporate <br />Center; and <br />WHEREAS, CommutAir currently employs 132 persons in North Olmsted with an <br />associated annual payroll of $5,125,000. Over the next 3 years, they plan to add 84 jobs with an <br />associated annual payroll of $10,975,000; and <br />WHEREAS, CommutAir has requested local and state incentives as inducement to <br />remain in North Olmsted and Ohio. They also have offices in Albany, NY and had considered <br />options to move to Albany or look for contiguous space elsewhere in Northeast Ohio; and <br />WHEREAS, the Economic Development Committee has recommended that CommutAir <br />receive a Job Creation Grant. For the calendar years 2017 and 2018, the grant percentage shall <br />be 50% of all City income taxes collected by the Company at the Site on payrolls in excess of the <br />minimum annual payroll. For calendar years 2019 through 2026, the grant percentage shall be <br />40% of all City income taxes collected by the Company at the Site on payrolls in excess of the <br />minimum annual payroll; and <br />WHEREAS, it is accordingly the desire of this Council to approve the CommutAir Job <br />Creation Grant application and to authorize the Mayor to enter into a Job Creation Grant <br />Agreement with CommutAir. <br />
