CITY OF NORTH OLMSTED RESOLUTION NO. 2017 - 82 BY: Mayor Kennedy A RESOLUTION DISPENSING WITH THE RFP PROCESS AND AUTHORIZING THE MAYOR TO ENTER INTO A CONTRACT WITH CT CONSULTANTS, INC. FOR THE PURPOSE OF PROVIDING ANALYTICAL SERVICES RELATIVE TO THE OPERATION OF THE SOUTHERN INTERCEPTOR OF THE SANITARY SEWER COLLECTION SYSTEM, AND DECLARING AN EMERGENCY. WHEREAS, CT Consultants, Inc. in the past has provided professional services to the City of North Olmsted concerning the maintenance and operation of the sanitary sewer collection system; and WHEREAS, the City has been satisfied by the professional services provided by CT Consultants, Inc.; and WHEREAS, with its historical knowledge, CT Consultants, Inc. is uniquely qualified to provide required analysis of the operation of the southern interceptor of the sanitary sewer collection system; and WHEREAS, the southern interceptor of the sanitary sewer collection system is experiencing capacity issues and CT Consultants, Inc. will study inflow and infiltration into the system, during the Winter of 2017-18; and WHEREAS, Section 112.10(c) of the Administrative Code provides that as an exception to the RFP process, the City, upon approval of the Council, need not conduct a formal RFP if the services sought are of such a unique or specialized nature that conducting additional process will not likely result in obtaining more qualified proposals; and WHEREAS, it is accordingly the desire of this Council, in light of the continuing professional relationship, as well as the unique or specialized nature of the knowledge possessed by CT Consultants, Inc., to authorize the Mayor to enter into an agreement with CT Consultants, Inc. for the purpose of providing professional services concerning the southern interceptor of the waste water collection system. NOW, THEREFORE, BE IT RESOL VED BY THE COUNCIL OF THE CITY OF NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: SECTION 1: That the formal RFP process required by Chapter 112 of the Administrative Code is hereby dispensed with by reason of the continuing professional relationship between the City of North Olmsted and CT Consultants, Inc., and the Mayor be and he hereby is authorized to enter into an Agreement to provide professional services. The Agreement shall be in form and substance substantially similar to the Agreement, marked as Exhibit A and attached hereto, with only such changes to be hereinafter made in said contract as are not substantially adverse to the City and which are approved by the Director of Law.
