Public Hearing of 11-21-2017
addressed. For example, there is a prohibition for marijuana dispensary's and processing
facilities in the code.
AUDIENCE PARTICIPATION
Myron Young
30879 South Court
Mr. Young asked how many Councilmembers have driven down Industrial Parkway, Wedgwood
Drive, South Court and Charles Road. He counted all the Councilmembers that said they had. He
stated he read over Chapter 1145 and there are things in there he does not like. He mentioned he
did not like the last four words in Section 1145.01(c). He said the four words were "as much as
possible," and that means he can do anything. He also pointed out 1145.02(11) recycling facility.
He said he did not know if anyone had watched the news regarding East Cleveland and their
recycling and how the taxpayer's money is cleaning up the area there. He said he hoped that
would never happen in North Olmsted.
Mr. Young also asked Council to look under the Landscaping section and said under the old code
there is a bunch of definitions and one of the things under the section requires screenings and
buffers to be up prior to a certificate of occupancy being issued. He said under the proposed code
that is taken out and he thinks it should be put back in. He also said under Buffer Zones it says to
go to Table 1145.05-2, however, the Table is 1145.04-2. Mr. Young said under the new code, the
sections under exceptions does not require a buffer zone where natural conditions do not make it
conducive to installing buffers or where the natural conditions act as one. He said any architect is
going to say there is a vegetation so there is no buffer needed.
Jim Burns
Chamber of Commerce
30119 Lorain Road
Mr. Burns said the Chamber believes this a good piece and brings everything into alignment with
the previous zoning changes. The Chamber has no problem with the prohibition on marijuana.
However, in the old Ordinance there was a section on multiple occupancy and it is not seen in the
new ordinance. The Chamber is not so much interested in separate structures on one lot being
multiple occupancy, but one building with separate occupants within it. He referenced Solon
where a lot of small businesses move in to start their business and when they get large enough
they move out to a larger facility. Mr. Burns said he did not see anything in the new Chapter 1145
which would allow this to happen.
Councilman Schumann made a motion to excuse the absence of Councilwoman Hemann.
The motion was seconded by Councilman Limpert and passed unanimously.
Councilwoman Hemann excused 6-0.
With the agenda being completed and there being no further business to come before
Council, President Jones adjourned the Public Hearing at approximately 7:28 p.m.
Chuck Massarolo, Clerk of Council Nicole Dailey Jones&idint of Council
2
