CITY OF NORTH OLMSTED <br />ORDINANCE NO. 2018 - 9 <br />BY: Mayor Kennedy <br />AN ORDINANCE A UTHORIZING THE MA FOR TO ENTER INTO A <br />CONTRACT WITH HARVEY, ABENS, IOSUE CO., LPA TO <br />PROVIDE PROFESSIONAL SERVICES FOR, AMONG OTHER <br />THINGS, DEVELOPING A COMPREHENSIVE POLICY AND <br />PROCEDURE MANUAL AND EMPLOYEE HANDBOOK, AND <br />PROVIDING SUPERVISOR / DEPARTMENT TRAINING, AND <br />DECLARING AN EMERGENCY. <br />WHEREAS, the City is in need of professional services to create a comprehensive <br />policy and procedure manual for the employees of the City of North Olmsted; <br />WHEREAS, it is the recommendation of Mayor Kennedy and Director of Human <br />Resources Marie Gallo that Harvey, Abens, Iosue Co., L.P.A. provide such services to the <br />City of North Olmsted; and <br />WHEREAS, this Council, acting upon the recommendation of the Mayor and <br />Director Gallo, desires the Mayor to enter into a new contract with the Harvey law firm. <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY <br />OF NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That the Mayor be and he hereby is authorized to enter into a <br />contract with Harvey, Abens, Iosue Co., L.P.A. to provide professional services to the <br />City for, among other things, creating a comprehensive employee policy and procedure <br />manual. <br />SECTION 2: That the said contract shall be in final form and substance <br />substantially the same as the Agreement attached to this Ordinance as "Exhibit A," with <br />only such changes thereto in the form and substance of the Agreement that are not <br />substantially adverse to the City. The character of any such changes as not being <br />substantially adverse to the City shall be evidenced conclusively by the execution of the <br />Agreement by the Mayor and the approval of the Agreement by the Director of Law. <br />SECTION 3: That this Ordinance is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety and welfare, and <br />for the further reason that the ongoing lack of a comprehensive policy and procedure <br />
