CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2018 - 18 <br />BY: Mayor Kennedy <br />A RESOLUTION DISPENSING WITH THE RFP PROCESS AND <br />AUTHORIZING THE MAYOR TO ENTER INTO CONTINUING <br />CONTRACT(S) WITH CUYAHOGA COUNTY / THE CUYAHOGA <br />COUNTY ENGINEER FOR THE PURPOSE OF PROVIDING ONGOING <br />INSPECTION SERVICES FOR BRIDGES AND CULVERTS, AND <br />DECLARING AN EMERGENCY. <br />WHEREAS, pursuant to R.C. §723.54, the City of North Olmsted is responsible for <br />the inspection and maintenance of bridge structures within City limits, except for bridges on a <br />state or county highway system; and <br />WHEREAS, the Administration believes that the City can most efficiently and cost <br />effectively conduct its bridge inspections by contract with the Cuyahoga County Engineer, as <br />evidenced by previous contracts authorized in 2010 through 2014 and 2015 through 2017; and <br />WHEREAS, it is the recommendation of the Director of Planning and Development <br />that the City, rather than attempt to procure the necessary services elsewhere and otherwise <br />through the City's RFP/RFQ procedures, instead enter into a contract with the Cuyahoga <br />County Engineer to provide such services; and <br />WHEREAS, it is accordingly the desire of this Council to dispense with the RFP/RFQ <br />process and authorize the Mayor to enter into a one year contract with the Cuyahoga County <br />Engineer. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That the Mayor be and he hereby is authorized to enter into contract(s) <br />with Cuyahoga County / Cuyahoga County Engineer, to provide bridge inspection services for <br />structures (bridges and culverts) located within the City in 2018 and beyond. <br />SECTION 2: That, prior to the Mayor's signature of said bridge inspection <br />contract(s), the terms and conditions thereof, together with all matters of legal form, shall be <br />reviewed and approved by the Director of Law and further that the Director of Finance certify <br />the availability of funds in the contractual amount(s). <br />SECTION 3: That this Resolution is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety and welfare, and further <br />for the reason that it is necessary that this Resolution go into effect immediately in order to <br />
