(b) Part -tune and Seasonal employees; <br />(c) Employees within the effected job classification who have not completed their <br />probationary period; <br />(d) Regular frill -time employees within the classification affected who have <br />completed their probationary period; <br />(e) In the application of the foregoing employees will be retained by reason of their <br />seniority only if they are able to perform the available work. <br />17.02 Regular Full-time employees shall be laid off on the basis of their seniority within their <br />classification. When the seniority or service of two (2) or more employees is equal, employees <br />shall be laid off by the drawing of lots. In the event an employee cannot hold his present <br />classification, he shall have the right to "bump" an employee with lesser seniority in an equal or <br />lower rated classification within the Employer, provided the employee has the ability to do the <br />work of the classification. <br />17.03 A regular full-time employee shall be given a minimum of two (2) weeks advance notice <br />of layoff. <br />17.04 In the event an employee is laid off, he shall receive payment for any earned but unused <br />vacation as quickly as practicable, but no later than fourteen (14) calendar days after the lay-off. <br />ARTICLE 18 RECALL FROM LAY-OFF <br />18.01 Employees shall be recalled to their classification in accordance with seniority or to other <br />jobs they are qualified to perform in accordance with their seniority in the reverse order of their <br />lay-off. An employee on lay-off will be given seven (7) calendar days' notice of recall from the <br />date on which the United States Postal Service makes the first attempt to deliver the recall notice <br />by certified mail to the employee's last known address as shown on the Employer's records. This <br />period may be extended by agreement between the Employer and the Union. <br />ARTICLE 19 PROMOTIONS, BIDDING, TRANSFERS AND <br />JOB TRAINING <br />19.01 When a vacancy occurs within a job classification covered by the terns of this <br />Agreement, or anew job is created within the meaning of Article 24 of this Agreement, and the <br />Employer decides to fill the position, the Employer shall post a notice of the opening for seven <br />(7) consecutive calendar days on bulletin boards within each department. The notice shall <br />contain the j ob classification, title, rate of pay, department and a brief job description. Any <br />employee may apply for any such opening posted by filing a written application on forms <br />provided by the Employer, with the Service Director on or before the last day of the posting <br />period. Any application not timely filed need not be given consideration. This Article provides <br />the procedure for filling promotional positions covered by this Agreement.
