CITY OF NORTH OLMSTED <br />ORDINANCE NO. 2018 - 69 <br />BY: Councilman Schumann and Councilwoman Williamson <br />AN ORDINANCE AMENDING CHAPTER 1319 OF THE CODIFIED <br />ORDINANCES OF THE CITY OF NORTH OLMSTED, ENTITLED <br />"LICENSING OF RENTAL UNITS" FOR THE PURPOSE OF <br />ESTABLISHING REGULATIONS FOR TRANSIENT RENTERS AND <br />FURTHER ESTABLISHING ADDITIONAL APPLICATION <br />REQUIREMENTS, AND DECLARING AN EMERGENCY. <br />WHEREAS, transient renters are those who occupy a dwelling unit for a period of <br />time less than thirty (30) days; and <br />WHEREAS, the use of single family dwelling units in residential neighborhoods <br />as transient rental units causes concern for the safety and privacy of those individuals <br />who choose to live in these neighborhoods; and <br />WHEREAS, the use of single family dwelling units in residential neighborhoods <br />as transient rental units invites a constant stream of strangers and traffic into otherwise <br />quiet neighborhoods; and <br />WHEREAS, renting individual rooms in a dwelling unit when there is no owner <br />present is akin to a boarding house and is incompatible with single family neighborhoods; <br />and <br />WHEREAS, this Council finds that the use of a dwelling unit as a transient rental <br />unit should be limited to no more than fourteen (14) calendar days in a calendar year; and <br />WHEREAS, this Council has learned that some applicants for rental units have <br />engaged in misleading and evasive efforts to come into compliance into the requirements <br />of Chapter 1319; and <br />WHEREAS, mandatory disclosure of all rental units owned by a single owner, the <br />mandatory disclosure of a physical address as opposed to a P.O. Box and a prohibition <br />against false and misleading information in a rental unit application will greatly assist the <br />Division of Building in its efforts to enforce Chapter 1319; and <br />WHEREAS, it is the desire of this Council to amend Chapter 1319 accordingly. <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY <br />OF NORTH OLMSTED, CUYAHOGA COUNTY, AND STATE OF OHIO: <br />SECTION 1: That Chapter 1319 of the Building Code, which presently reads as <br />set forth on Exhibit A, be amended and as amended shall read as set forth on Exhibit A, <br />
