EXHIBIT <br />a <br />CHAPTER 1319 <br />Licensing of Rental Units & <br />Transient Rental Regulations <br />1319.01 <br />Definitions. <br />1319.08 <br />1319.02 <br />Purpose. <br />Appeals. <br />1319.03 <br />License required; fee. <br />1319.09 <br />Duties of management. <br />1319.04 <br />Application for license. <br />1319.10 <br />Maintenance requirements. <br />1319.05 <br />Inspections. <br />1319.11 Transient rental regulations. <br />1319.06 <br />Suspension of <br />1319.12 <br />Conflict. <br />license. <br />1319.99 <br />Penalty. <br />1319.07 <br />Cancellation of license; <br />notification. <br />1319.01 DEFINITIONS. <br />For the purposes of this chapter, the following words and terms shall have the meanings <br />ascribed to them in this section: <br />(a) "Rental Unit" means any dwelling unit or on), rented room within a dwelling <br />where either money or other valuable consideration is paid for the occupancy of the rental <br />unit by one or more nontransients. Rental units do not include nursing homes, group homes or <br />assisted living centers. <br />(b) "Dwelling Unit" means a group of rooms arranged, maintained or designed to be <br />occupied by one or more nontransients that consists of a bathroom with a toilet and tub or <br />shower facilities; kitchen facilities; and sleeping facilities which are used exclusively by the <br />occupants. A dwelling unit may be located in a single family residence, two or three family <br />residence, condominium or multi -family building. <br />(c) "Nontransient" means a person who resides in the same building or quarters for a <br />period of thirty days or more. <br />(d) "Transient" means a person who resides in the same building or quarters for <br />a period of less than thirty days. <br />1319.02 PURPOSE. <br />The purpose of this Chapter is to ensure that the residential rental structures and multiple - <br />family units located within the city comply with minimum maintenance standards for the public <br />health, safety and welfare. This article applies to the rental of one- and two-family dwelling <br />units, and multiple -family dwelling units/apartments located within the city. <br />1319.03 LICENSE REQUIRED; FEE. <br />(a) No person shall rent, lease, offer for rent or lease, or occupy any rental dwelling <br />or rental dwelling unit without a license from the Division of Building. Rental licenses are not <br />transferable between landlords or rental units. A license shall be issued by the Division of <br />
