Council Minutes of 5-15-2018
Councilman Schumann said he has already talked to the Clerk of Council about what
other cities are doing, but thinks a meeting would be a great idea.
Mayor Kennedy said he would work with Councilman Schumann to schedule a meeting
with everyone from the neighborhood.
Nina Herold
6745 Warrington Drive
Ms. Herold said she lives across the street from the house that is going to be an Airbnb.
She said she is really upset as the neighborhood is made up of single family homes and
everyone takes great pride in their properties and how they are maintained. They pay
resident fees to maintain the park and common areas. Ms. Herold said the owners of this
property do not live there, they live on Mastick Road. She said their Home Owner
Association rules are very specific regarding what can be done in the neighborhood. She
read from one of the Home Owner Association Articles. She said the house listed at 6744
Warrington is listed as a rental, however, it is really a commercial business. They are
basically running a hotel wanting to rent rooms for a profit at the expense of the
neighborhood integrity. She continued saying they have divided the house in order to sell
multiple rooms for short-term rentals and she is opposed to it being turned into a hotel.
Mark Dirk
2500 Kennedy Ridge Road
Mr. Dirk said his neighbors and him have concerns regarding maintenance at the RTA
Park and Ride. RTA does not pick up the leaves in the fall and they constantly blow into
the neighbors' lawns. Mr. Dirk also said the lawn hasn't been cut this year and is about a
foot tall. He also said they do not treat the weeds on the outside of their property. He said
the inside is very nice as it is treated and trimmed, but they do not maintain the resident's
side of the property. The detention basin, which is supposed to be cut weekly, was only
cut once last year and the weeds grew to four foot tall. When it was cut, all the thistle
seeds blew into the neighbor's yards and now they have thistle everywhere. The bushes
are growing out of control and they have caught people sleeping in them. He said all they
really want is regular lawn cutting and cleanup. Mr. Dirk said he has contacted RTA and
they said the issue has been taken care of, but it is still an issue. Mr. Dirk also said when
they expanded the spot 1 1 years ago it was agreed upon RTA would do some of this stuff
and he just wants to see it done.
Mayor Kennedy responded this is an ongoing issue. The Mayor said the City is on the
resident's side and have been working with RTA on it and will continue to do so. He said
he will call RTA tomorrow morning on it again.
Councilwoman Hemann said in the four years she has represented this Ward she has
called RTA several times and even gone out to meet them. She said Planning Director
Lieber has called them and the Law Director has looked up the original contract.
Councilwoman Hemann says the issue seems to be they are constantly changing
landscapers and not upholding what they are supposed to be doing. She hopes the Mayor,
the Planning Director and the Mayor will give the Ward some assistance in that regard.
4
