Mr. Robinson believes for the amount of money <br />being spent there should be improvements to all parks. <br />Councilwoman Hemann responded she had gone over the modified plan for four hours <br />and made requests for additional information and documents and never received a <br />response from the writer of the amended plan. <br />Mr. Robinson said it was a close vote and putting the exact same levy on the November <br />ballot is a risk. He said if it is changed and costs are lowered than voters like him who <br />want to see this pass would be willing to vote for it. <br />Kevin McCrone <br />6717 Warrington Drive <br />Mr. McCrone said he wanted to thank Councilman Paul Schumann and the Law Director <br />for trying to get a handle on the legislation dealing with Airbnb rentals. He wanted to <br />know if the legislation will prohibit any transient rentals of a non -owner occupied <br />dwelling. <br />Councilman Schumann said yes. <br />Mr. McCrone asked if it includes month to month rentals. <br />Law Director Gareau said the issue is above or below 30 days. Transient is considered <br />below 30 days and non -transient is above 30 days. When you talk about month to month <br />that's a different arrangement covered under our rental code. This legislation is geared <br />towards transient rentals for less than 30 days. <br />Mr. McCrone asked what is the mechanism to stop them from renting for less than 30 <br />days. <br />The Law Director responded it's a criminal offense and gives the City the authority to <br />seek an injunction. <br />LEGISLATION <br />Resolution 2018-49 introduced by Mayor Kennedy was given its third reading. A <br />Resolution adopting the Alternative Tax Budget of the City of North Olmsted for the <br />fiscal year beginning January 1, 2019, and submitting the same to the Cuyahoga County <br />Fiscal Officer and its Budget Commission, and declaring an emergency. Councilman <br />Schumann moved for adoption. The motion was seconded by Councilman Brossard and <br />passed unanimously. Resolution 2018-49 adopted 7-0. <br />Resolution 2018-50 introduced by Mayor Kennedy was given its third reading. A <br />Resolution approving of and authorizing the Mayor to enter into a collective bargaining <br />agreement with the American Federation of State, County and Municipal Employees <br />("AFSCME"), Ohio Council 8, Local 2681 for the City's Service Unit employees, for the <br />period July 1, 2018 through December 31, 2020 and declaring an emergency. <br />EEO <br />
