Council Minutes of 7-31-2018 <br />Councilwoman Williamson and passed unanimously. Liquor Permit 13779090005 not <br />objected to by a vote of 7-0. <br />Councilman Schumann Chairman of the Finance Committee: <br />The Finance Committee met on Tuesday, July 31, 2018 at 7:05 p.m. Present were <br />committee members Schumann, Brossard and Kearney; Council members Glassburn, <br />Hemann, Limpert and Williamson; Council President Jones; Mayor Kennedy, Director of <br />Finance Copfer, Director of Human Resources Gallo, Director of Safety & Service <br />Glauner, Director of Planning & Development Lieber, Commissioner Drenski and guests. <br />• Discussed was Resolution 2018-74. A Resolution determining to proceed to <br />submit to the electors of the City the question of issuing bonds, in the aggregate <br />principal amount of $43,250,000, for the purpose of improving the City's park <br />and recreational facilities by constructing, renovating, remodeling, adding to, <br />furnishing, equipping and otherwise improving buildings, facilities and playing <br />fields in the Recreation Center Complex and North Olmsted Community Park and <br />improving existing facilities at Barton and Bradley Park and facilities on other <br />city properties for recreational purposes, in each case providing supporting site, <br />street, sidewalk and parking improvements and necessary appurtenances and work <br />incidental thereto; and declaring an emergency. Residents are starting to see their <br />new valuations for 2018 on their homes and Council was reminded the bond issue <br />is based on the previous home valuations, not the new ones coming out. It is $126 <br />per $100,000 and valuation of 3.6 mil. The committee voted 3-0 to recommend to <br />Council. <br />AUDIENCE PARTICIPATION <br />Joe Griffith <br />6094 Forest Ridge Drive <br />Mr. Griffith said he has been dealing with Code violations at his property. He for the City <br />keeping a good look and to working to keep property values up. However, Mr. Griffith <br />said he feels like there should be a better way for how property violations are handled. He <br />wants the City to look into how residents are treated based on the violations they have. <br />He said he had a warrant issued for his arrest for something as simple as sticks and <br />stones. Mr. Griffith said it does not make sense why a business owner and resident who is <br />proud of his community, should be hassled with that type of scenario. He said he did <br />brush it aside a little bit when he got the violation. However, as he did clean it up more <br />and more problems came out of it and it created a snowball effect. Mr. Griffith said he <br />just feels something should be put in place so people don't feel there is nowhere to go <br />when they have an issue. He said he is here tonight because he is at that point tonight and <br />a lot of people in the community feel the same way. <br />Mayor Kennedy asked him to give him a call to talk. <br />
