165.02 ADMINISTRATIVE CODE 68 <br />(f) Promote good urban design including the perpetuation of related private open <br />spaces; and <br />(g) Promote and encourage continued private ownership and utilization of such <br />buildings and other structures now so owned and used, to the extent that the <br />objectives listed above can be attained under such a policy. <br />It is the sense of the Council that the economic, cultural and aesthetic standing of this <br />City cannot be maintained or enhanced by disregarding the historical, architectural and <br />geographic heritage of the City and by continuing to ignore the destruction or defacement of <br />such cultural assets. <br />(Ord. 99-40. Passed 5-5-99.) <br />165.02 DEFINITIONS. <br />As used in this chapter, unless the context clearly requires otherwise, the following are <br />the definitions which are applicable: <br />(a) "Alter" or "alteration" means any change in the external architectural features of <br />any building or structure. These terms include: restoration, reconstruction, <br />construction of additions, and demolition. <br />(b) "Applicant" means any owner, person, association, partnership, or corporation <br />who applied for a Certificate of Appropriateness in order to undertake any <br />alteration to any building or structure subject to this chapter. <br />(c) "Application" means an application for a Certificate of Appropriateness. <br />(d) "Architectural features" means the architectural style and visual arrangement of <br />the exterior of a building or structure, including but not being limited to the <br />type, color, and texture of materials, components, and finishes and including but <br />not limited to all windows, doors, lights, signs, and other parts thereof. <br />(e) "Artifacts" means the applied components of the building such as light fixtures, <br />signs, door hardware, detached planters, etc. which are an integral part of the <br />image. <br />(f) "Building" means any structure having a roof supported by columns or walls <br />and intended for shelter or enclosure. <br />(g) "Certificate of Appropriateness" means a certificate issued by the Commission <br />to authorize any new construction, demolition, or other alteration to a landmark, <br />or to a building or other structure located in a Landmarks District. <br />(h) "Color" means inherent colors such as the color of materials, i.e., brick and <br />stone, and applied colors such as paints and stains. <br />(i) "Commission" means members of the City's Landmarks Commission, <br />established and approved by Council. <br />(j) "Council" means City Council. <br />(k) "Demolition" means the razing or removal in whole or in part of any building or <br />structure. <br />(1) "Detail/Craft" means the method of assembly of the building components and <br />the quality of work and material used in the assembly of the building image. <br />(m) "District" means the areas designated by the Commission which contain sites of <br />historical interest. <br />(n) "Form" means the geometric shape of the building components and their <br />interaction to create a whole image. <br />July 2018 Replacement <br />
