Council Minutes of 10-16-2018 The Finance Committee met on Tuesday, October 16, 2018 at 6:47 p.m. Present were committee members Schumann Brossard and Kearney; Council members Glassburn, Hemann, Limpert and Williamson; Council President Jones; Mayor Kennedy, Director of Safety & Service Glauner, Director of Planning & Development Lieber and guests. • Discussed was Ordinance 2018-89. An Ordinance establishing and fixing the compensation for Council -at -Large Members for the term of office commencing January 1, 2020, through December 31, 2023. This is a change that we have to make before the elections in 2019 and we take a look at it every four years. It will start in 2020 and is a two percent raise every year, keeping in line with the bargaining units and the previous raises for Ward Councilmembers. The committee voted to recommend to Council 3-0. Councilwoman Hemann Chairwoman of the Environmental Control Committee: The Environmental Control Committee met on Tuesday, October 16, 2018 at 7:00 p.m. Present were committee members Hemann, Glassburn and Williamson; Council members Brossard, Kearney, Limpert and Schumann; Council President Jones; Mayor Kennedy, Director of Finance Copfer, Director of Law Gareau, Director of Safety & Service Glauner, Director of Planning & Development Lieber, City Engineer DiFranco, Chief of Public Affairs for Cleveland Water Jason Wood, Consulting Engineer for Cleveland Water Greg Sattler and guests. • Discussed was Resolution 2018-90. A Resolution authorizing the Mayor to enter into agreements with the City of Cleveland, Division of Water to establish a Municipal Utilities District, to restate the Water Services Agreement, and to provide for the transfer of water utility assets from the City of North Olmsted. It was a lengthy meeting with a lot of questions and unanswered questions awaiting further information. The committee voted to hold in Committee 3-0 while it gathers more information and waits for the City of Cleveland to provide some more as well. Councilman Glassburn Chairman of the Intra -Governmental Relations Committee: The Intra -Governmental Relations Committee met on Tuesday, October 16, 2018 at 6:35 p.m. Present were committee members Glassburn, Schumann and Hemann; Council members Williamson; Director of Safety & Service Glauner, Director of Planning & Development Lieber and guests. • Discussed was the appointment of Susan Collander to the Arts Commission to fill the term ending December 31, 2019. Ms. Collander previously served on the Arts Commission and is a graphic design professional. All of the Council Members and Directors were thankful for her willingness to be reappointed. The committee recommended appointment to the Arts Commission by a vote of 3-0. Councilman Glassburn made a motion to approve the appointment of Susan Collander to the North Olmsted Arts Commission to fill the term ending December 31, 2019.
