CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2018 - 113 <br />By: Mayor Kennedy <br />A RESOLUTION DISPENSING WITH THE RFP PROCESS AND <br />A UTHORIZING THE MA YOR TO ENTER INTO AN A GREEMENT WITH <br />THE SENIOR TRANSPORTATION CONNECTION OF CUYAHOGA <br />COUNTY TO PROVIDE FOR, AMONG OTHER SERVICES, SENIOR <br />CITIZEN TRANSPORTATION SERVICES, AND DECLARING AN <br />EMERGENCY. <br />WHEREAS, until 2014, the City of North Olmsted Commission on Paratransit <br />("NOCOP") entered into agreements with the Senior Transportation Connection of Cuyahoga <br />County, and its predecessor entities, to provide transportation services to qualifying seniors and <br />persons with disabilities; and <br />WHEREAS, NOCOP in 2014 disbanded in favor of member communities (Olmsted <br />Township, Olmsted Falls and North Olmsted) contracting directly with Senior Transportation <br />Connection of Cuyahoga County for the same services; and <br />WHEREAS, in 2014, 2015 and 2016, 2017 and 2018 the City of North Olmsted was <br />satisfied with the services provided to it directly and desires to continue this relationship into the <br />future; and <br />WHEREAS, it is the desire of this Council, in order to provide for the public health, <br />safety and general welfare of the residents of the City of North Olmsted, to authorize the Mayor <br />to enter into this contract. <br />NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, CUYAHOGA COUNTY, AND STATE OF OHIO: <br />SECTION 1: That the Mayor be and he is hereby authorized to enter into a <br />Transportation Services Contract with the Senior Transportation Connection, a copy of which is <br />attached hereto and marked as Exhibit "A," from January 1, 2019, to December 31, 2020. The <br />contract shall be substantially similar to the contact attached hereto with only such changes as <br />are deemed not adverse to the City of North Olmsted and as otherwise are approved by the <br />Director of Law. If there are no cost increases in 2021, then the Mayor further is authorized to <br />enter into a renewal / additional contract in years following, provided that there are no cost <br />increases. <br />SECTION 2: That this Resolution is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety and welfare, and for the <br />further reason that the Agreement must be in effect to insure continuation of delivery of vital <br />transportation services to the residents of North Olmsted, and further provided it receives the <br />affirmative vote of two-thirds of all members of Council, it shall take effect and be in force <br />immediately upon its passage and approval by the Mayor. <br />PASSED: NCEl�'� b ' Z� First Reading: <br />
