CITY OF NORTH OLMSTED <br />ORDINANCE NO. 2019 - 9 <br />BY: Mayor Kennedy <br />AN ORDINANCE AMENDING AND RE-ESTABLISHING CHAPTER 139.99 <br />OF THE ADMINISTRATIVE CODE, ENTITLED "COMPOSITION AND <br />ORGANIZATION OF THE DIVISION OF PUBLIC SAFETY" IN ORDER <br />TO CREATE THE POSITION OF PART-TIME SCHOOL RESOURCE <br />OFFICER ("SRO'), AND DECLARING AN EMEGENCY. <br />WHEREAS, this Council via Ordinance 2010-66 established the organization of the <br />Department of Public Safety, including Organizational Charts, for the purpose of organizing <br />and / or stating the employee complement within the Department of Public Safety; and <br />WHEREAS, additional organizational changes were implemented via 2011-40 and 2016- <br />66; and <br />WHEREAS, Mayor Kennedy, with the advice of Director Glauner, desires to implement <br />further organizational changes within the Department by creating a part-time school resource <br />officer; and <br />WHEREAS, it is the desire of this Council to implement the organizational and <br />departmental change recommended by Mayor Kennedy and Director of Public Safety Glauner as <br />set forth herein. <br />NOW THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, CUYAHOGA COUNTY, AND STATE OF OHIO: <br />SECTION 1: That Chapter 139.99 which presently reads in its entirety as set forth in <br />Exhibit A, which is attached to this Ordinance and incorporated by reference as if fully rewritten <br />herein, shall be amended and, as amended, shall read in its entirety as set forth in Exhibit B, <br />which is likewise attached to this Ordinance and likewise incorporated by reference as if fully <br />rewritten herein. <br />SECTION 2: That any ordinance, or part of ordinance, in conflict or inconsistent with <br />this Ordinance, is, to the extent of any such conflict or inconsistency, repealed. Conflicting or <br />inconsistent provisions of any Ordinance shall be corrected at re -codification. <br />SECTION 3: That this Ordinance is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety and welfare, and further <br />for the reason that it is necessary that this Ordinance go into effect immediately in order to <br />proceed with acquiring additional safety forces to protect the school buildings; and further <br />provided it receives the affirmative vote of two-thirds of all members of Council, it shall take <br />effect and be in force immediately upon its passage and approval by the Mayor. <br />
