CITY OF NORTH OLMSTED RESOLUTION NO. 2019 - 10 BY: Mayor Kennedy and Councilman Glassburn A RESOLUTION DISPENSING WITH THE FORMAL RFP PROCESS AND AUTHORIZING THE MAYOR TO ENTER INTO AN AGREEMENT WITH PRADCO IN ORDER TO PROVIDE FOR CONSULTING SERVICES FOR AN EMPLOYEE DEVELOPMENT ASSESSMENT PROGRAM, AND DECLARING AN EMERGENCY. WHEREAS, Pradco has previously been retained, following interviews by the Civil Service Commission, to provide the City with consulting services, including testing materials and administrative service, for entry level and competitive examination; and WHEREAS, both Civil Service Commission and the Human Resources Department has been impressed by the professional services of Pradco, who has proposed the attached Employee Development Assessment Program; and WHEREAS, Section 112.10(c) of the Administrative Code provides, as an exception to the RFP process, that the City may, upon approval of the Council, dispense with a formal RFP if the services sought are of such a unique or specialized nature that conducting a formal RFP will likely not result in obtaining proposals from two qualified firms; and WHEREAS, it is the desire of this Council, based upon the recommendation of the Human Resources Director, to authorize the Mayor to enter into an agreement with Pradco to provide such consulting services; NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF NORTH OLMSTED, COUNTY OF CUYAHOGA, STATE OF OHIO: SECTION 1: That the Mayor be, on behalf of the City of North Olmsted, and he is hereby authorized to enter into an Agreement with Pradco to provide for an Employee Development Assessment Program and related consultation, administration, and testing materials for the Human Resources Department. Said Agreement shall be in the form and substance of the Examination Agreement attached to this legislation as Exhibit A, with such changes in form and substance that are not substantially adverse to the City and which are approved by the Director of Law. The character of the agreement as not being substantially adverse to the City shall be evidenced conclusively by the execution of the agreement by the Mayor and the approval of the contract by the Director of Law. SECTION 2: That this Resolution is hereby declared to be an emergency measure necessary for the immediate preservation of the public peace, health, safety and welfare of the City of North Olmsted, Ohio and for the further reason that it is necessary that this Resolution go into effect immediately in order to implement the Employee Development Assessment Program as soon as possible, and further provided that it receives the affirmative vote of two-thirds of all members of Council, it shall take effect and be in force immediately upon its passage and approval by the Mayor.
