CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2018 - 117 <br />By: Mayor Kennedy <br />A RESOLUTION AUTHORIZING THE MAYOR TO PURCHASE A <br />"GAPVAX COMBINATION JET / VACUUM MACHINE" TRUCK AND <br />EQUIPMENT, AT A FINAL COST OF 5478,115.00 FROM MTECH, ALL <br />THROUGH THE STATE PURCHASE PROGRAM, APPROPRIATING <br />FUNDS FOR SAID PURCHASE, AND FURTHER AUTHORIZING THE <br />MAYOR TO EXECUTE ALL DOCUMENTS NECESSARY TO <br />EFFECTUATE SUCH PURCHASE, AND DECLARING AN EMERGENCY. <br />WHEREAS, the North Olmsted Service Department and Waste Water Treatment Plant <br />needs to acquire a "GapVax Combination Jet / Vacuum Machine" truck and related equipment <br />for the purpose of cleaning and jetting sewers; and <br />WHEREAS, the Director of Public Safety & Service recommends that the City acquire <br />this vehicle, at an estimated cost of Four Hundred Seventy Eight Thousand One Hundred and <br />Fifteen dollars ($478,115.00), from MTech, as qualified by and through the State Purchasing <br />Program; and <br />WHEREAS, it is the desire of this Council to authorize the Mayor to purchase said <br />vehicle, through the State Purchase Program, as a permitted exception to the competitive bidding <br />procedure that otherwise would be required for such expenditures, and to further authorize the <br />Mayor to execute any documents required for such expenditure, including, subject to approval of <br />the Board of Control, if necessary, a contract with the lowest and best bidder selected among <br />State qualified vendors. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That the Mayor be and he is hereby authorized to purchase through the <br />State Purchasing Program, which was established by R.C. Section 125.04, and which the City is <br />authorized to participate in pursuant to the City Charter and Resolution No. 87-6, one (1) new <br />"GapVax Combination Jet / Vacuum Machine" and related equipment for this vehicle, all of <br />which is described in the specifications on file in the Service Department. If necessary to <br />effectuate any such purchase through the State Purchasing Program, the Mayor is hereby <br />authorized to execute any contract and/or other necessary documents required by the authorized <br />vendor(s), the State of Ohio, or the Charter. Any contract executed by the Mayor shall be in a <br />form and substance consistent with the provisions of this Resolution and approved by the <br />Director of Law.
