tiITY OF NORTH OLMSTtD <br />ORDINANCE N0. 82-168 <br />PAGE TWO. <br />SECTION 3: That the City Director of Finance is hereby <br />authoriz-ec?to draw his warrants on the City Treasury for payments <br />from any of the foregoing appropriations upon receivin,g proper <br />certificates and vouchers therefore, approved by the Board of Officers <br />authorized by law to approve same, or an Ordinance or Resolution of <br />Council to make the expenditures, provided that no warrents shall be <br />drawn or paid for salaries or wages except to tiersons employed by <br />authority of and in accordance with law or ordinance. Provided <br />further, that the appropriations for contingencies can be expanded <br />upon approval two-thirds vote of Council for items of expense con- <br />stituting a legal obligation against the City and for purposes other <br />than those covered by the other specific appropriations herein made. <br />SECTION 4: That this Ordinance is declared to be an emergency <br />measure immediately necessary for the preservation of the public <br />health safety and welfare, and for the further reason that it is <br />immediately necessary for the continuity of services, and further, <br />provided it receives the affirmative vote of two-thirds of all <br />Members of Council, it shall take effect and be in force immediately <br />upon its passage and approval by the Mayor. <br />PASSED J;.2.. <br />ATTEST: <br />6• ? <br />LORENCE E.
