WOERPEL <br />AN ORDINANCE ESTABLISHING A NEW SECTION 107.15 OF THE CODIFIED <br />ORDINANCES ENTITLED "PUBLIC DISCLOSURE STATEMENT REQUIRED" OF <br />CHAPTER 107 ENTITLED "CODE OF ETEIICS". <br />WHEREAS, public officials and employees are agents of public purpose, hold <br />office for the benefit of the public, are bound to observe in their official acts <br />the highest standards of ethical conduct and to discharge the duties of their <br />office regardless of personal considerations, recognizing that the public interest <br />must be of primary concern, and are required to conduct their affairs in a manner <br />which is above reproach, and <br />WHEREAS, Council and this Administration deem it to be in the best interests <br />of the City for all officials and employees, whether elected or appointed, paid <br />or unpaid, to publicly demonstrate their independence, impartiality and responsi- <br />bility to the people in such a manner that the public will have confidence in the <br />integrity of its government, and <br />WHL'REAS, it is the desire of Council and this Administration to provide for <br />a method of making public disclosure of financial or other personal interests. <br />NO'.J, THEREFORE, BE IT ORDAINED BY 1'HE COUNCIL OP THE CITY OP NORTH OLMS'fL'll, <br />COUNTY OF CUYAHOGA AND STATE OF OHIO: <br />SECTION 1. That there is hereby established a new Section 107.15 of the <br />Coclified Ordinances to be entitled "Public Disclosure SLatement Reyuired" of <br />Cliapter 107 entitled "Code of Ethics", which new Se.cCion 107.15 shall rcad as <br />follows : <br />107.15 PUBLIC DISCLOSURL STATEMT:NT RLQUIRED. <br />The purpose of this Section is to assist citizens and the North Olmsted <br />l:Lhics Commission in moni.toring the areas of poCenlial conflict of inLerest <br />and/or unethical conduct by identifying ehe fo].lowing i.tems: Lncome sourcc:s of <br />more than rive Hundred Dollars ($500); lnvestments worth more than One Thousand <br />llollars ($1,000); Sources of gifts or iCems of valuc worlh more than rive Hundre:cl <br />Dollars ($500); Cuyahoga County (Ohio) rcal estate inveslments; 1'ransactions in- <br />volvins suppliers, conLractors, clienCs or oL-her persons or lirms doing business <br />with the City; and Businesses in which the official or memUers of l-iis family holcl <br />office. <br />Tn order lo provide for L'he full public disclosure of the nature and ezLent <br />of any financial or other personal interesL, dire.ct or indirect, elected and <br />appointed officials of the City shall annually file with the I:thics Commission <br />a llisclosure Statement, a copy of which is attached hereto and is a parl of thi5 <br />Ordinance. A copy of the aforesaid llisclosure.
