(2) The location where the mechanical or electrical amusement devices are to be displayed or operated and the business conducted therein. (3) A description of the machine or machines to be covered by the license, its mechanical features, the name of the manufacturer, and the serial number of the said machine. (4) The name o£ the owner or owners of the premises wherein the devices are to be displayed or operated. (5) The name of the owner or owners of the business conducted therein. (6) The name of the owner o£ the machines, if the person is different than the applicant. (7) Whether or not the applicant or the owner of the machines has been convicted of a gambling offense or for the sale or conviction of a drug offense in the last ten (10) years prior to the date of application. SECTION 3: That any ordinance or parts of ordinances which are in con lict with the foregoing provisions be and the same are hereby repealed upon the ef£ective date of this Ordinance. SECTION 4: That this Ordinance is hereby declared to be an emergency measure immediately necessary for the preservation of the public health, safety and welfare and for the further reason that it is immediately necessary to protect the public health, safety and welfare with respect to regulation of game rooms and also that the new regulations will be effective on January l, 1983, and further provided it receives an affirmative vote of two-thirds of all members elected to Council, it shall take effect and be in force immediately upon its passage and approval by the Mayor.
