ION That the Clerk of Council shall immediately forward an atteste copy of the Ordinance to the Audltor of Cuyahoga County. SECTION 10: That the City Finance D(rector is hereby authorized to draw his warrants on the City Treasury for payments from any of the foregoing appropriations upon receiving proper certtficates and vouchers therefor, approved by the Board of Officmrs authorized by law to approve same, or an Ordinance or Resolution of Council to meke the expendltures; provided that no warrants shall be drawn or patd for salaries or wages except to parsons employed by authority of and tn accordance with law or ordinance. Provided, further that the appropriations for contingencies can only be expended upon approval of two-thirds vote of Council for items of expense constituting a legal obligation against the City and for purposes other than those covered by the other specific appropriations herein made. SECTION 11: That this Ordinance shall take effect and be in force at the earliest date permitted by Article 1V, Section 12, of the Charter of the City of North Olmsted.
