CITY OF NORTH OLMSTED <br />RESOLiJTION N0. 82-108 <br />BY: MAYOR SWIETYNIOWSKI <br />A RESOLUTION AUTHORIZING THE DIRECTOR OF PUBLIC <br />SERVICE TO ADVERTISE FOR BIDS FOR THE COLLECTION <br />OF ALL REFUSE IN THE CITY OF NORTH OLMSTED, AND <br />AUTHORIZING THE MAYOR TO CONTRACT FOR SAME, AS AMENDED. <br />WHEREAS, the current contract for nrivate rubbish hauling for <br />the City of North Olmsted will expire on December 31, 1982, and <br />WHEREAS, it is the desire of this Council and the Administration <br />to have the Director of Public Service advertise for bids for the <br />purpose of entering into a new contract with a private hauler to <br />perform the service of refuse collection. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED COUNTY OF CUYAHOGA AND STATE OF OHIO: <br />SECTION l: That the Director of Public Service be and he is <br />hereby authorized to ad iertise for bids for the collection of refuse <br />within the City of North Olmsted in accordance with specifications <br />now on file in his office. <br />SECTION 2: That prior to consideration by the Board of Control <br />of the various bids received pursuant to advertisement, that the Board <br />of Control shall meet in joint session with Council for deliberation <br />regarding proposals received together with the amounts and the desirability <br />of awarding a contract to the lowest and best bidder conforming with <br />specifications. It is the intent of Council, by virtue of this Section, <br />to have Council, either individually or collectively, particinate in the <br />decision making process with respect to awarding contracts for this <br />particular item. Council does reco;nize that the Charter of the City of <br />North Olmsted vests the power for approving bids and awarding of the <br />contract in the Board of Control. However, in this instance, before the <br />Board of Control makes a decision, it is the intent that Council particinate <br />to the fullest extent possible under the law. <br />SECTION 3: That upon deliberation as specified in Section 2 hereof, <br />and approval by the Board of Control, the Mayor is hereby authorized to <br />enter into a contract and execute the same on behalf of the City of <br />North Olmsted. <br />SECTION 4: That this Resolution shall take effect and be in f.orce <br />from an a ter the earliest period allowed by law. <br />PASSED: SEPTEMBER 7, 1982 <br />ATTEST: <br />?• C.?
