r - <br />CITY OF NORTH OLMSTED <br />RESOLUTIQW N0. 82-16 <br />BY: YUQNNE PETRIGAC <br />A RESOLUTI0N! l?RGING THE HQUSE OF <br />REPRESEPJTATIVES OF THE UNITED STATES <br />CONGRESS TO REINSTATE THAT POP.TIQN <br />OF THE INTERSTATE TRANSFER FUNDS FOR <br />TNE CLEVELAND URBANIZED AREA (NOACA <br />REGION) UJHICH WAS NOT APPROPRI'P,1"ED <br />FOR THE FISCAL YEAR 1982, AND DFCLARING <br />AN EMERGENCY AS AR1ENDED. <br />WliEREAS, the Secretary of Transportation of the Lnited States <br />Department of Transportation, pursuant to the interstate transfer amendment, <br />provided an equivalent amount of money to the Cleveland Urbanized Area (NOACA <br />Region) o@casioned by this area having relinquished an unneeded segment of <br />Interstate 490, said equivalent amount of money originally being posted at <br />approximately 235 million dollars, and <br />WHEREAS, in the first available year this area was able to secure <br />$16 million dollars (FY'80)9 in the second year of that program $11 million <br />dollars (FY'81) and had submitted a statement of need for $54 million dollars <br />as its pro-rata share of the national fund for this puraose covering FY'82, and <br />WHEREAS, such monies are annually appropriated from the Treasury of <br />the United States Government by Congressional action, and <br />WHEREAS, the Cleveland Urbanized Area (NOACA Region) was inadvertently <br />deleted from the joint Resolution adopted by both houses of Congress on <br />December 14, 1981, said bill being signed by the President of the United States <br />on December 16, 1981; and <br />WNEREAS, the elected officials from this area have petitioned the <br />PJortheast Ohio Congressional delegation and other Congressional leaders to <br />rectify this oversight through a supplemental appropriation being considered <br />b,y Congress for this fiscal year. <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF NORTH <br />OLMSTED, CQUNTY OF CUYAHOGA, AND STATE OF OHIO: . <br />SECTION 1: That this Council urges Congress to immediately consider <br />adding the needed funds previously requested by this region through a <br />supplemental appropriation so as to make whole the Cleveland Urbanized Area <br />(NOACA Region) for the lack of funds upon which it had a right to rely for <br />FY'82, including a nroject listed within such needs, statement and located <br />within the cities of North Olmsted, Ohio and Westlake, Ohio, commonly referred <br />to as Dover Center Road & Clague Road. <br />SECTION 2: That this Council urges both houses of Congress and the <br />President to understand the significant unemployment in Northeast Qhio, part <br />of which is directly attributable to the lack of construction funds that <br />this City, Cuyahoga County and the five Northeast Ohio Counties comprising <br />NOACA, have a right to rely upon in detrimental reliance for having given up <br />the link of Interstate 490 several years ago. <br />SECTION 3: That the Clerk of Council is hereby directed to send <br />copies of this Resolution to all mernbers of Congress representing the peoale <br />of Ohio, to the P1ayor & Clerk of Council in the City of Westlake, to the <br />Cuyahoga County Engineer, to the Ohio Department of Transportation Director <br />and District 12 Deputy Director and the Executive Director of NOACA.
