CITY OF NORTH OLMSTED ORDINANCE NO. 2019 — 29 BY: Mayor Kennedy AN ORDINANCE DISPENSING WITH THE REQUEST FOR PROPOSAL PROCESS ("RFP') AND AUTHORIZING THE MAYOR TO ENTER INTO AN AGREEMENT WITH JOHN PATRICK PICARD ARCHITECT, INC., TO PROVIDE PROFESSIONAL DESIGN SERVICES TO THE CITY FOR REPAIR OF THE POLICE STATION ENCLOSURE AND ROOF REPLACEMENT, AND DECLARING AN EMERGENCY. WHEREAS, John Patrick Picard Architect, Inc., has provided and is providing professional design services for several projects in the City of North Olmsted; and WHEREAS, John Patrick Picard Architect, Inc. proposes to provide to the City of North Olmsted architectural design services, construction documents and construction administration services for the repair of the Police Station Roof and Enclosure at a cost of $74,625.00; and WHEREAS, it is accordingly the desire of this Council, in light of the continuing professional relationship, to authorize the Mayor to enter into an agreement with John Patrick Picard Architect, Inc., for the purpose of providing professional design services for the Police Station roof repair project. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: SECTION 1: That the formal RFP process required by Chapter 112 of the Administrative Code is hereby dispensed with by reason of the continuing professional relationship between the City of North Olmsted and John Patrick Picard Architect, Inc., and the Mayor be and he hereby is authorized to enter into an Agreement to provide professional architectural services. See Exhibit A, proposal, attached hereto and incorporated herein. O.R.C. provisions do not apply to this particular contract process. SECTION 2: That this Ordinance is hereby declared to be an emergency measure immediately necessary for the preservation of the public health, safety and welfare, and for the further reason that the current roof is leaking, requiring ongoing maintenance all the while altering storage abilities and affecting operations, and further provided it receives the affirmative vote of two-thirds of all members of Council, it shall take effect and be in force immediately upon its passage and approval by the Mayor.
