will provide a guide for the Landmarks Commission to use in decision making and for the Department of <br />Planning and Development to use when reviewing and advising applicants. Beyond their regulatory <br />function, these design guidelines should also serve as an education and outreach tool to the community. <br />The selected consultant will lead the process to develop the design guidelines. Required professional <br />qualifications include, but are not limited to, meeting the Professional Qualifications Standards for <br />Archeology and Historic Preservation, outlined in 36 CFR 61 (available at www.nr)s..qov/history/local- <br />law/arch stnds 9.htm), and familiarity and ability to comply with the Secretary of the Interior's Standards <br />for Preservation Planning. <br />The design guidelines should contain the standards, in both text and imagery, necessary to ensure proper <br />preservation, restoration, rehabilitation and reconstruction of historic structures specific to this unique <br />historic district. The final document should be in a format that can be easily read, downloaded and printed <br />from the city's website. Draft and final deliverables can be made by the consultant in any commonly <br />available digital format (PDF, Word, etc.) and the city will make any necessary copies for the Commission <br />and public distribution. <br />The consultant's main administrative contact and project manager will be the Director of Planning and <br />Development. A committee will be formed to assist and provide feedback throughout the process. The <br />design guidelines will require formal adoption by the Landmarks Commission. <br />Budget <br />The budget for the Historic District Design Guidelines Project is $15,000. <br />Requirements for Proposals <br />Interested individuals or firms shall provide the information requested below with a cover letter signed by <br />the proposing individual or an officer of the firm. <br />Qualifications <br />List the project manager and any other key staff members of the project team who will be responsible for <br />the work and the project responsibility of each. Address the specific qualifications and experience of key <br />staff on similar projects, including descriptions of relevant projects within the past 10 years, project <br />references and the staff members' office location. Describe the capacity of staff and their ability to <br />perform the work in a timely manner. <br />Scope of Work <br />Include a detailed scope of work that is responsive to the City's requested Scope of Service as described <br />above. Identify any proposed project meetings with the city/committee and include at least one <br />presentation to the full Landmarks Commission for final approval and training. Clearly identify the role and <br />responsibilities of the consultant versus the city/committee throughout the process. Provide a draft project <br />schedule with detailed deliverables and milestone dates assuming a project start date of XXXXXXXX, <br />2019 with completion no later than XXXXXXXX, 2019. <br />Cost Proposal <br />Provide a not to exceed cost proposal for the Scope of Work. Include as necessary breakdowns of <br />professional services and reimbursable expenses. The consultant may propose alternates or additional <br />services that might be beneficial to meet the objectives of the project. <br />Selection Procedures, Criteria and Process <br />The City will select a consultant based on proposals submitted. Interested individuals or firms should <br />respond by submitting three copies of their proposal to the address below by 4:00 PM on XXXXXXXX. <br />Responses received after 4:00 PM on the due date will not be considered. <br />2 of 3 <br />
