Council Minutes of 3-5-2019 Councilwoman Hemann voted yes with comment. Since I represent the historic district, I would like to recommend all of Council that you know the Landmarks Commission are a body of volunteers. They are not elected by the voters, by the residents. We are elected to represent their interests. Circumventing Council on rules that will probably be held over 200 homes, 180 homes I think is very unfair to those voters and those residents we were elected to represent. They did not agree to have volunteers writing their rules. Thank you. Resolution 2019-31 introduced by Mayor Kennedy was given its second reading. A Resolution authorizing the Mayor to purchase a new 2019 Disc Style Brush Bandit Chipper from Krystowski Tractor, at a cost of $60,378.56 through a State Cooperative Purchase Program; and further authorizing the Mayor to execute all contract documents, and declaring an emergency, as amended. Councilwoman Hemann moved to suspend the rule requiring three readings as this was heard in committee and the reason for the suspension is so the equipment can be purchased and ready for the spring. The motion was seconded by Councilman Glassburn and passed 6-1. Roll Call: Yes: Hemann, Brossard, Limpert, Schumann, Williamson, Kearney No: Glassburn Motion carried. Resolution 2019-32 introduced by Mayor Kennedy was given its second reading. A Resolution authorizing the Director of Public Service to advertise for bids for the award of a contract to provide new pavement markings to various streets and locations in the City, as detailed in the specifications on file in the Engineering Department, and authorizing the Mayor, following approval of the Board of Control, to contract for the same with the lowest and best bidder. Resolution 2019-33 introduced by Mayor Kennedy was given its second reading. A Resolution authorizing the Director of Public Service to advertise for bids for the award of a contract to provide cracksealing on various streets at various locations in the City, as detailed in the specifications on file in the Service Department, and authorizing the Mayor, following approval of the Board of Control, to contract for the same with the lowest and best bidder. Resolution 2019-34 introduced by Mayor Kennedy was given its second reading. A Resolution authorizing the Director of Public Service to advertise for bids for the award of a contract to provide asphalt resurfacing and related repairs upon City streets, as detailed in the specifications on file with the City Engineer, and authorizing the Mayor, 9
