CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2019 - 66 <br />BY.• MAYOR KENNEDY <br />A RESOLUTION AUTHORIZING THE MAYOR TO ENTER <br />INTO A CONTRACT WITH HARRINGTON ELECTRIC <br />COMPANY TO PERFORM ELECTRICAL REPAIR SERVICES <br />AT THE CITY HALL COMPLEX UNDER THE REAL AND <br />PRESENT EMERGENCY EXCEPTION TO PUBLIC BIDDING, <br />AND DECLARING AN EMERGENCY. <br />WHEREAS, disruptions of critical power sources due to, among other things, high winds, <br />heavy rains and the natural occurrence of spring storms, have again caused damage to the <br />infrastructure of the City Network and Server Infrastructure; and <br />WHEREAS, the antiquated and often malfunctioning generator used to provide critical <br />power redundancy cannot safely be used in the event of an emergency loss of power without the <br />potential of impacting additional IT Services; and <br />WHEREAS, numerous IT projects are on hold due to the potential loss or damage to <br />hundreds of thousands of dollars of new equipment; and <br />WHEREAS, the city network and server infrastructure cannot sustain another power hit. <br />The City is running entirely on the redundancy measures that were added over the course of the past <br />year and there is nothing to fall back to after much of the main system was lost; and <br />WHEREAS, any type of power loss or outage could lead to over / under voltage to sensitive <br />equipment and could completely cripple operations; and <br />WHEREAS, in May of 2019, Harrington Electric Company completed a study on the City <br />Hall electrical infrastructure; and <br />WHEREAS, the Harrington Electric Company study set forth a scope of work for the <br />critical preservation and improvement of City Hall's electrical and IT infrastructure. During the <br />study it has been found that there are several critical issues that will compromise the integrity of the <br />entire IT infrastructure and the useful power for City Hall operations; and <br />WHEREAS, Harrington Electric Company has provided the electrical services for the <br />following projects; Cleveland Clinic Data Center, Severance Hall, Cleveland Browns Stadium, and <br />University Hospital -Westlake Campus; and <br />WHEREAS, the City's IT Division has indicated that this is a very critical issue that needs <br />immediate attention. The bidding process will create a considerable delay and will impede the <br />process and jeopardize the City's electrical and IT infrastructure. <br />WHEREAS, the Charter under Article VIII, Section 6, permits contracting without public <br />bidding in the event of a "real and present emergency in order to provide for the public health safety <br />
