Council Minutes of 5-21-2019 <br />organizations of which I am a member and if any Councilmembers would like to make a <br />donation, I would be happy to accept that. Thank you Madame President. <br />AUDIENCE PARTICIPATION <br />Carl Savage <br />5772 Forest Ridge Drive <br />Mr. Savage said he did a little research regarding the Cleveland Water Program and the <br />program is 12 years old and there are 36+ communities participating in it. He said 36 <br />communities don't participate if there is something wrong with it. He said 107 miles of <br />pipeline needs to be replaced in the near future and about 20 miles in the next 10 years. <br />He said at 1.5 million a mile, that's about $30 million dollars. He said North Olmsted is <br />already paying into the program and other communities are benefiting from it. Mr. <br />Savage said he would like to ask the councilmembers that are opposed where the City is <br />going to come up with the money as it isn't in the budget. He would be opposed to asking <br />taxpayers to pay for it as they are already paying into the program. He said the <br />community can't pay to replace it all and he would support any help such as the <br />Cleveland Water proposal to help pay for it. Mr. Savage said this is a good program for <br />the City to be involved in. <br />Aaron Campbell <br />6316 Brighton Drive <br />Mr. Campbell says he has been in North Olmsted for 13 years. He said he had a chance to <br />review the Cleveland Water proposal and believes it is a great opportunity to get some <br />infrastructure investment. He believes the communities involved have benefited. Some of <br />the communities that have only been involved for three years are receiving up to a <br />million dollars a year in investments. He said he does not believe the City will need to <br />wait 10 years to see a benefit from the deal. Mr. Campbell said the regional cooperation <br />raised some skepticism at first, but after review it's also beneficial to the City as it's <br />reciprocal. He said other communities can't come after businesses in town and he likes <br />the idea of regional cooperation. He said he never liked the idea of communities giving <br />tax abatements to steal business. Mr. Campbell says the scoring system for pipe <br />replacement seems objective and works. He said he wanted to show support for the <br />proposal. <br />Paul Accordino <br />5780 Great Northern Boulevard <br />Mr. Accordino said Council should support the Cleveland Water proposal. He said his <br />profession is as a consultant for water and wastewater utility for communities, not <br />Cleveland specifically, but Cincinnati and San Francisco. In putting in IT systems to <br />track these assets, the City of Cleveland already has that so they know exactly every inch <br />of every water pipeline underneath our City. This comes down to how to capital costs get <br />handled. He said there is the fund ratepayers are paying on their water bills already. He <br />thinks this is the time North Olmsted should tap into using those funds rather than <br />generate or raise new funds in the future.
