That sewer user charge shall be broken down as follows: (1) A portion will be established to cover the costs incurred for the operation, maintenance and repairs. (2) A second portion will be established to cover costs of debt service and capital improvements and replacements. The portion of the sewer user charge for each such purpose shall be determined by the Council from time to time. All revenues from that sewer user charge shall be deposited in the Sewer Revenue Fund.
