CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2019 - 85 <br />BY: Mayor Kennedy <br />A RESOLUTION AUTHORIZING THE DIRECTOR OF <br />PUBLIC SERVICE TO ENTER INTO A CONTRACT TO <br />DISPOSE OF AN OBSOLETE DEWATERING CENTRIFUGE <br />IN EXCHANGE FOR RATE REDUCTION FOR SLUDGE <br />DISPOSAL SERVICE, AND DECLARING AN EMERGENCY. <br />WHEREAS, the City of North Olmsted WWTP is in possession of an over twenty years <br />old dewatering centrifuge, rendered obsolete by the passage of time, changes in technology and <br />improvements made to the Wastewater Treatment Plant; <br />WHEREAS, attempts to retrofit the centrifuge would be well over $200,000.00; and <br />WHEREAS, options for removal of the centrifuge are: <br />1. Hire an outside company to remove the centrifuge and related equipment; <br />2. Remove the centrifuge and related equipment in-house with the Plant <br />Maintenance staff and sell for scrap value. The scrap value was <br />determined to be less than $ 1,000.00 at current scrap values; or <br />3. Sell the centrifuge to another city, wastewater facility or company; and <br />WHEREAS, option No. 1 was determined to be too costly; option 2 was determined to be <br />feasible, but led to consideration of an outside vendor to perform the task; and given the age of <br />the machine, there was limited interest in the equipment as set forth in option 3; and <br />WHEREAS, Quasar Energy Group ("Quasar") proposes to supply labor, equipment and <br />materials to remove the centrifuge and related equipment from the WWTP site; and <br />WHEREAS, in exchange, Quasar offers $6,000.00 for the unit, related equipment, <br />manuals and spare parts. In exchange, Quasar will reduce tipping fees $15.00 per ton for 400 <br />tons for sludge taken to Quasar facilities; <br />WHEREAS, the current North Olmsted Codified Ordinance Chapter 955, "Sale of <br />Surplus Personal Property" does not include a "trade -for -personal services" disposal of surplus <br />property; and <br />WHEREAS, it is the desire of this Council, acting upon the recommendation of the <br />Director of Public Service, to authorize the Director of Public Service to dispose of said <br />centrifuge in the manner as set forth herein. <br />
